The aim of the paper is to indicate the most important changes that have taken place in the functioning of small farms from the Małopolskie voivodship, which benefited from investment suport, implemented under the CAP in 2004-2015. The impact of the investment suport was rather one-sided and concerned primarily the increase of physical capital. The implemented investment projects have contributed little to changes in the area of agrarian situation of these farms. This support, however, contributed to a more efficient use of land resources by increasing the crop area, which resulted in an increase in the scale of production. A large part of the surveyed farmers indicated that the income from the farm increased, but this increase was not usually high.

The main concern of this article is to collect and discuss cases that are advanced for and against small agricultural farms at the international level in the EU and the national level in Poland and to make an assessment of these cases in the context of sustainable rural development. Cases concerning small farms and put forward by different actors reflect their visions of agriculture and rural development. Taking a closer look at those cases is interesting in the context of sustainability considerations, as there is a widespread programmatic demand for sustainable rural development, but at the same time visions for rural development may differ widely, and the question what exactly is meant to be sustainable often remains unanswered. Before the various arguments raised for and against small farms are discussed, some evidence from two Polish rural regions is presented. The empirical research was conducted in April and May 2012 in Eastern and Southern Poland in the context of my PhD-thesis. After presenting statements made by Polish smallholders, an assessment of the initially collected cases is made in the context of sustainable rural development. A.comparison of cases made for and against small farms and findings from empirical research shows that small farms do in fact have the potential to contribute to sustainable rural development.

Entrepreneurship process has been argued as opportunity-driven, creative, and resource-efficient, that could influence income generation of small farmers that adopted entrepreneurial skills and innovation into their farming operations. This study examines entrepreneurship process strategies employed to income increase by small farmers, evidence from southwest of Nigeria. The sampling procedures entail three stages of samples selection of 240 farmers but only 200 data was useful. Descriptive statistical and inferential statistics were used to analyze and describe the data. Respondents’ age ranges from 16 to 65 years old, mean age was 36.16 years. The study found out that 5 % of the samples had modest communication skills that aid adoption of effective entrepreneurial processes and about 83% have a strong belief in one’s self to succeed. Successful farmers had multiple sources of related income generation business ventures. Targeting the entrepreneurs for support could make them even more effective.

W artykule podjęto próbę oceny roli małych gospodarstw rolniczych w warunkach przemian strukturalnych zachodzących w polskim rolnictwie. Dokonana na podstawie danych GUS analiza zmian struktury sektora rolnictwa, rozumianego jako struktura gospodarstw, wskazuje znaczący i niemal niezmienny na przestrzeni lat udział najmniejszych jednostek w ogólnej liczbie gospodarstw. W tej grupie gospodarstw występują duże, niewykorzystane lub nieefektywnie wykorzystywane zasoby pracy. Szczegółowe badania kwestionariuszowe przeprowadzone w reprezentatywnej dla populacji FADN grupie 600 gospodarstw wskazują na ujemną zależność między wielkością gospodarstwa a alokowaniem dostępnych zasobów pracy poza gospodarstwem. Zjawisko to jest szczególnie widoczne w przypadku grupy najmniejszych, analizowanych gospodarstw. W tych gospodarstwach można jednocześnie zaobserwować niskie zainteresowanie sukcesją przez potencjalnych następców. Może to prowadzić w średnioterminowej perspektywie do przyspieszonego zanikania produkcji rolnej w tej grupie gospodarstw, a tym samym dalszego zmniejszenia zatrudnienia w sektorze rolnictwa.

This paper considers the role of small farms in conditions of structural changes taking place in Polish agriculture. Analysis of changes in the structure of the agricultural sector defined as the structure of farms, based on CSO data, shows a significant and almost constant share of the smallest units in the total number of farms. These farms have substantial unused or inefficiently used resources work. More detailed studies conducted on a representative population group of 600 farms FADN show negative correlation between size of farm and off-farm employment. This could be particularly relevant in case of smallest farms. In those farms a relatively little interest in their succession by potential successors is observed. This can lead to accelerated decay of agricultural production in the smallest farms in the medium term, and thus further decline in employment share in agriculture sector.

Agriculture in Great Britain is characterised by the largest average surface area of farms and the lowest level of employment in all of the European Union Member States. The main non-agricultural source of income for small and medium-sized farms is paid work outside the farm, whilst the large and very large farms focus on diversifying their agricultural activities.

Irrespective of various definitions, we can certainly say that Polish agricultural farms are “small” compared to units from western European countries. The main aim of the article is to provide information about the number of farms and the types of investments made within the framework of actions addressed to “small” farms in the RDP 2004–2013 (2014–2020) and evaluation of the effectiveness of disbursing public means for this purpose. As evident from the analysis in 2004–2006, under the RDP, operation was introduced aimed at “Support for semi-subsistence farms”. From a perspective of disbursing public funds, it is possible to assess the economic effectiveness of this action as very small. In the new term financing (2014–2020) we are dealing with an obvious promotion of small and medium sized farms. However, there is concern about the economic rationale of this approach.

Bez względu na sposoby definiowania można stwierdzić, że na tle jednostek z krajów zachodnioeuropejskich polskie gospodarstwa rolnicze są „drobne”. Celem głównym artykułu była identyfikacja zakresu wsparcia w ramach dzia- łań adresowanych do „drobnych” gospodarstw w PROW 2004–2013 (2014–2020) oraz ocena efektywności wydatkowania środków publicznych na ten cel. Jak wynika z przeprowadzonych ocen, w latach 2004–2006 w ramach PROW wprowadzono działanie mające na celu „Wsparcie gospodarstw niskotowarowych”. Efektywność ekonomiczną tego działania z perspektywy wydatkowania środków publicznych można ocenić jako bardzo małą. W nowej perspektywie finansowania (2014–2020) mamy do czynienia z ewidentnym promowaniem gospodarstw małych i średnich, jednak istnieje obawa o racjonalność ekonomiczną tego podejścia.

Small farms disappear in many regions of the world. Still, they play an important role in the economy of both developed countries and developing ones. The article presents selected examples of the role and function of small farms. Particular attention was given to Poland and Malopolska (Lesser Poland) Province. The causes and effects of the spatial distribution in the region and further prospects of their presence as a permanent element of the economy in rural areas of Malopolska were discussed.

Małe gospodarstwa zanikają w wielu regionach świata. Wciąż jednak pełnią istotną rolę w gospodarce zarówno krajów wysoko rozwiniętych, jak i rozwijających się. W artykule na wybranych przykładach przedstawiono rolę i funkcje małych gospodarstw rolnych. Szczególną uwagę zwrócono na Polskę i województwo małopolskie. Przedyskutowano przyczyny i skutki przestrzenne ich rozmieszczenia w tym regionie oraz dalsze perspektywy ich obecności jako trwałego elementu gospodarki terenów wiejskich Małopolski.
