Wykorzystanie funduszy strukturalnych w Uniejowie w latach 2004–2013

Celem autorki artykułu jest identyfikacja i ocena procesu absorbcji funduszy strukturalnych, a zwłaszcza wielkości i struktury inwestycji finansowanych z tych środków pozyskanych przez władze samorządowe Uniejowa. Analiza odnosi się do dwóch pierwszych perspektyw finansowych Unii Europejskiej, to jest lat: 2004–2006 i 2007–2013. Przyjęte postępowanie badawcze składa się z dwóch głównych etapów. W pierwszym omówiono przygotowanie instytucjonalne i organizacyjne samorządu Uniejowa do procesu absorbcji środków unijnych oraz przeprowadzono analizę zrealizowanych tam w latach 2004–2013 projektów, zwracając szczególną uwagę zarówno na wielkość pozyskanego wsparcia, jak i na kierunki interwencji. W drugim etapie dokonano natomiast oceny wpływu pozyskanych środków europejskich na proces rozwoju badanego miasta, wykorzystując w tym celu opinie respondentów zebrane podczas przeprowadzonych badań terenowych.

The purpose of this article is to identify and evaluate the absorption process, especially the size and structure of investments financed from EU funds obtained by local authorities of Uniejów. The analysis concerns the first two financial perspectives of the European Union: 2004–2006 and 2007–2013. The research procedure used in this study consists of two main stages. In the first stage the institutional and organizational preparation of Uniejów government for the process of EU funds absorption is evaluated and projects implemented there in 2004–2013 are examined, with special attention to both the size of the support and directions of intervention. In the second stage the impact of European funds on the development process of the city is assessed, using both financial indicators and opinions of the respondents collected during field research.
