The report shows that material conditions are fundamental to social cohesion, particularly employment, income, health, education and housing. Relations between and within communities suffer when people lack work and endure hardship, debt, anxiety, low self-esteem, ill-health, poor skills and bad living conditions. These basic necessities of life are the foundations of a strong social fabric and important indicators of social progress. The second basic tenet of cohesion is social order, safety and freedom from fear, or "passive social relationships". Tolerance and respect for other people, along with peace and security, are hallmarks of a stable and harmonious urban society. The third dimension refers to the positive interactions, exchanges and networks between individuals and communities, or "active social relationships". Such contacts and connections are potential resources for places since they offer people and organisations mutual support, information, trust and credit of various kinds. The fourth dimension is about the extent of social inclusion or integration of people into the mainstream institutions of civil society. It also includes people's sense of belonging to a city and the strength of shared experiences, identities and values between those from different backgrounds. Lastly, social equality refers to the level of fairness or disparity in access to opportunities or material circumstances, such as income, health or quality of life, or in future life chances.

Objective: The aim of the present study is to examine whether the European Union budget comprises significant resources for financing measures relating to social cohesion. The analysis is based on the contents of the Europe 2020 Strategy. Given the constraints of space and for the sake of clarity of the argument, the author focuses on the role of the EU budget rather than all measures aimed at social cohesion undertaken by EU institutions or targeted by policies of individual Member States.Methodology: Documents, studies and reports published by the European Commission constitute the main source of information. In addition, the author has taken into account macroeconomic data demonstrating the deterioration of the social situation since 2009, as well as the instruments that the European Commission has deployed since 2013 in order to respond to post-crisis challenges.Conclusions: It can be roughly estimated that more than 40 percent of total resources within the Multiannual Financial Framework 2014–2020 shall be allocated to the social cohesion policy. Opportunities afforded by the implementation of the Europe 2020 Strategy include primarily the definition of objectives whose priority is indisputable and the introduction of the hitherto neglected analysis of certain socio-economic indicators, classified by country or region and, in certain cases, examined in more detail than required by the European Commission. The monitoring of objectives is conducive to the introduction of new solutions and implementation tools, as exemplified by the new instruments within the Multiannual Financial Framework 2014–2020, as well as the adjustment of available funds in light of the most pressing challenges. The European Semester has facilitated the task of comparing progress in strategy implementation by individual Member States, as well as the provision of recommendations for each of them and an individualized approach.Research implications: This article contributes to the discussion on further integration of the European Union’s social dimension, with particular emphasis on the need to work out a common approach to immigration policy.Originality: The author presents her own opinions regarding current events in terms of the post-crisis social cohesion policies of the European Union, taking into account the European Commission’s financial instruments.

The very occurrence of post-Soviet Russia necessarily dictates the need to study ideological foundations of its existence. What are they? How did they influence and continue to influence the social well-being of the country: do they corrupt or contribute to the unity of society; do they strengthen Russians in pondering over the historical path of the country’s development, or, on the contrary, bring confusion into the souls of people and prophesy trouble? The purpose of the paper is to study the language of everyday life as a kind of mirror reflecting the social well-being of the post-Soviet Russian Federation. The authors conclude that this social value is associated with the prosperity of both individuals and society as a whole, but of primary importance is the preservation of cultural and civilizational identity, sovereignty of the country, and solidarity. In modern conditions, cohesion seems to be the first step to social well-being of the country.

Purpose: To analyse the impact of the Polish fiscal regime on the general revenue of the country, and specifically to establish whether the cumulative tax burden borne by Polish households is progressive or regressive.Methodology: On the basis of Eurostat and OECD data, the author has analysed fiscal regimes in EU Member States and in OECD countries. The tax burden of households within different income groups has also been examined pursuant to applicable fiscal laws and data pertaining to the revenue and expenditure of households published by the Central Statistical Office (CSO).Conclusions: The fiscal regime in Poland is regressive; that is, the relative fiscal burden decreases as the taxpayer’s income increases.Research Implications: The article contributes to the on-going discussion on social cohesion, in particular with respect to economic policy instruments aimed at the redistribution of income within the economy.Originality: The author presents an analysis of data pertaining to fiscal policies in EU Member States and OECD countries and assesses the impact of the legal environment (fiscal regime and social security system) in Poland on income distribution within the economy. The impact of the total tax burden (direct and indirect taxes, social security contributions) on the economic situation of households from different income groups has been calculated using an original formula.

The article describes how social disorganization is conditioned by such phenomena as social cohesion, informal social control and the ability of the community to control criminal behaviour. The article reviews the research indicating the harmful practice of creating social housing zones in large cities, in which young people with low cultural and economic capital are concentrated. This tendency is not matched by the regularity of high cohesion and high informal social control in ethnically distinct neighbourhoods, but uniform in this respect, which has been revealed in the research. The response of educators, social workers, and youth activists to disadvantage areas is the organization of street work centers and group work centers in these places.

European Funds are considered to be o reliable solution for emerging economies from Eastern Europe. These funds are granted by European Union to reduce the gap between countries and to ensure a harmonized development at the level of this group of countries that decided to act together as a united economic entity. In fact, European Funds are previously obtained from taxes applied to all European citizens and redistributed by European Institutions in accordance with predefined principles and rules. The redistributive effect is always present in such situation and has clear impact on economies that are net paying for these funds and on economies that are net benefiting from them. This paper presents the results of a quantitative analysis at the level of ten Eastern European Countries (EEC countries) on the social and economic impact of these funds based on panel regression methodology.

Growing attention to sustainable development in academic discourse fosters discussions on how energy security affects society. In most cases the discussions consider the political and economic consequences, which affect or may affect the society. The aim of the article is to assess the impact of energy security economics on social cohesion in Lithuania. To achieve this aim the interrelations between energy security, energy economics and social cohesion are discussed. The theoretical framework of social cohesion (introduced by J. Jenson and P. Bernard) is presented and applied in empirical analysis. The operationalization of empirical variables is based on economic, political and socio-cultural - activity areas, which are analyzed to verify the dichotomies between public attitudes and the actual behavior of society. These dichotomies help to distinguish six analytical dimensions, on the basis of which we created 17 empirical indicators, which analysis allows for describing the impact of Lithuanian energy security economics on social cohesion in quantitative data. The statistical analyses showed that the impact of attitudinal dimensions of energy security economics on social cohesion in Lithuania has an almost neutral effect: 3.05 (1-very negative; 3-neutral, 5-very positive). Whereas, the impact of behavioural dimensions of energy security economics on social cohesion has a negative effect: 2.47. The aggregated average of the overall impact of energy security economics on social cohesion in Lithuania has a negative effect: 2.76. The article consists of four parts. The first part presents the interrelations between energy security, economy and social cohesion as well as discusses the theoretical framework that is used in empirical analysis. The second briefly provides the operationalization of theoretical model, concrete indicators that are used in the analysis and presents main statistic characteristics of indicators. The third part explains the results and stresses main discoveries taking into account the distribution of energy expenses for energy security among society. The fourth elaborates the noticeable differences among different social groups (in regard to age, education, income and living area).

The role of the teacher in the educational process has to be reconsidered within the process of social change. Social cohesion can be viewed as an integral part of sustainable development, based on an integrated, holistic approach to economic, societal and environmental development. The role of teachers needs to be reoriented toward the promotion of social cohesion in education, considering the different subcultures that are present. The empirical study described in this article was carried out in Lithuania as a stage within the VI Framework Project "Strategies for Inclusion and Social Cohesion in Europe from Education". A semi-structured interview designed by an international team was conducted with eight primary school teachers from a Kaunas region basic school. The data obtained through the interviews was subjected for content analysis. The paper concludes that the interviewed primary school teachers tend to act as representatives that enhance the subculture of sustainability.

This article provides a snapshot analysis of civil society development in Germany. Based on an online survey and in-depth-interviews with civil society experts, conducted in 2016, it studies the challenges and opportunities experienced by German civil society organizations (CSOs). The article highlights the perceptions of the context conditions of civil society development and analyses the organisational responses which CSOs have adopted in response to a changes in their societal and political environment. The study argues that German CSOs have mainly experienced difficulties with fundraising and project organization, including problems with adhering to increasingly bureaucratic funding regulations. Among societal and political challenges, CSO representatives mentioned societal cleavages and stressed the role of CSOs in fostering integration and building bridges among diverse groups of society. Three organizational case studies illustrate how CSOs have managed to deal with changes in their environment. Although German CSOs have been experiencing challenges, they described the context conditions as relatively stable and favourable. From a theoretical perspective, the study contributes to the discussion on the “shrinking spaces for civil society”, as it shows that CSOs are adaptable and can develop despite external challenges.

This article is focused on mechanisms associated with the social cohesion of Roman-Catholics in rural Slovakia. The article presents an analysis of ethnographic data gathered during field research in a municipality situated in the White Carpathian mountains between June 2017 and July 2019. The data was collected from 38 residents of the selected denomination in semi-structured interviews. The primary aim of the article is to identify factors that help maintain social cohesion and factors that undermine it in the specific Slovak rural community. The data analysis was based on the grounded theory method and was performed with the aid of Atlas.ti. It revealed that the help of friends, family, and neighbours, as well as family gatherings, religious tolerance and baptism are factors that contribute to the maintenance of social cohesion. Factors that undermine social cohesion are divorces, the mobility of local inhabitants, ongoing industrialization, consumerism, and the transformation of traditions.

This paper sheds light on the social cohesion shifts that have occurred in Ukrainian society since 24th February 2022. Drawing on the case study method, the research juxtaposes pre-war surveys with data collected in Ukraine during March-December 2022. The study confirms the comprehensive strengthening of social cohesion at both attitudinal and behavioral levels accompanied by unprecedently high institutional trust, civic identity, and mass-spread volunteering. The article demonstrates that the value of Ukraine’s independence became a crucial point for national consolidation under war conditions. The increased mutual support, emotional connectedness, and enhanced horizontal bonds point at the growth of cohesion. It is proposed to treat the practices of resistance, citizens’ expectations about the state’s future, their feelings associated with this the state and their belief in victory as additional indicators of social cohesion measurement during wartime. Alongside the positive trends, the social cohesion risk zones are identified, too, and countermeasures discussed.

Associations of foreigners are generally presented as platforms for meetings, information exchange and social networking. But they are also cultural identity holders and centres for altruistic help and solidarity. During the integration process the associations of foreigners may as well help to reduce the socio-economic disorientation of immigrants in the host society and to facilitate the insertion of immigrants in the labor market.

Social cohesion may be considered as a factor of economic development and therefore of paramount importance to African countries. Yet, there is limited number of studies that would aim to measure social cohesion in the African continent. This paper offers a social cohesion indicator grounded in an axiological model of social cohesion; it is based on the assumption that a society needs to share certain values in order to be cohered. This study provides a social cohesion rank for 13 African states and reveals that countries from North Africa are on average more cohered than the ones south of the equator. Also, Muslim countries prevail among the leaders of social cohesion. Furthermore, based on the OLS regression model results, the relevance of private remittances and the size of the welfare state as determinants of increased social cohesion in Africa is suggested.

The essay defines the notion of “solidarity” and points to the inherent tensions and dilemmas of the phenomenon. Such internal contradictions arise between the equality of value of interests and welfare of members and the inequality of activity; between effectiveness in conflict and direct service to the interests and welfare of members; between direct service and conflict, and between volunteer work and concrete tasks. Solidarity is distinguished from social cohesion. Inequality of activity is compared to equality of inherent value. Various types are presented: paramilitary and Machiavelian Solidarity, Solidarity mobilized by external crisis or created in return to solidarity received, and Solidarity manifested in relation to concrete acts with symbolic purposes.

W eseju zdefiniowane jest pojęcie „solidarności” i wskazane są nierozłącznie związane z nim napięcia i dylematy. Wewnętrzne sprzeczności narastają pomiędzy równością wartości interesów oraz dobrobytu członków grupy a nierównością ich zaangażowania; między efektywnością w rozstrzyganiu konfliktów a bezpośrednią służebnością wobec interesów i dobrobytu członków; pomiędzy ochotniczym zaangażowaniem a koniecznością realizacji konkretnych zadań. Solidarność jest odróżniona od spójności społecznej. Nierówność zaangażowania jest porównana z równością wrodzonych wartości. Przedstawione są różne odmiany solidarności: paramilitarna i machiaveliczna, solidarność wywołana przez kryzys zewnętrzny, solidarność wywołana w odpowiedzi na otrzymaną solidarność oraz solidarność manifestowana w odniesieniu do konkretnych działań o celach symbolicznych.

In the paper, the rapid economic growth due to expanding oil production in Kazakhstan at the turn of the twentieth century is discussed in the context of social polarization and growing disparities. Causes of the weakness of social cohesion are elaborated related to privatization, corruption, ethnic tensions and clan relationships. The issue is exemplified by access to higher education, the property market and state jobs.

The goal of this paper is to show that, although a non-standard monetary policy conducted by the major central banks is quite efficient in stabilising the post-crisis economy, there are a few important side effects of such policy. One of the most important side effects of a super-expansionary monetary policy is creating an economic environment that favours the financial sector and capital owners over the working class, leading to higher income inequalities. The low level of the central bank’s interest rate does not mean that every economic unit has access to cheap capital. The ultra-low cost of capital can be experienced by only the few selected players – financial institutions and strong corporations. The same can be said about the financing borrowing needs of the state – only a few governments are able to borrow very cheaply and others have to face the huge power of the financial market, which leads to a growing income gap between societies. The text has a mainly descriptive character but a few statistics are provided to support main paper’s thesis.

Celem tekstu jest wskazanie, że polityka pieniężna wdrożona przez banki centralne w następstwie kryzysu finansowego osiągnęła swoje zasadnicze cele głównie w zakresie stabilizacji makroekonomicznej, ale coraz wyraźniej widać skutki uboczne tej polityki. Jednym z najważniejszych skutków ubocznych ekspansywnej polityki pieniężnej jest stworzenie warunków, które sprzyjają sektorowi finansowemu i właścicielom kapitału osłabiając pozycję przetargową pracowników, co w sumie pogłębia nierówności dochodowe. Ekspansja monetarna w dużej mierze ogranicza się do zwiększania płynności w sektorze finansowym, a tylko w małym stopniu w sferze realnej. Taka sytuacja oznacza zwiększenie popytu na instrumenty finansowe, co prowadzi do szybkiego wzrostu ich cen, na czym zyskują przede wszystkim właściciele kapitału. Niskie stopy procentowe banku centralnego nie oznaczają równego dostępu do taniego kapitału, na który mogą liczyć tylko najsilniejsze ekonomicznie podmioty, więc w sumie nierówności (zarówno między firmami, gospodarstwami domowymi, jak i państwami) rosną. Różnice w koszcie kapitału dla poszczególnych podmiotów się powiększyły w porównaniu do sytuacji przed kryzysem. Dotyczy to zarówno sektora prywatnego jak i publicznego, co można zmierzyć różnicami w rentowności papierów dłużnych emitowanych przez poszczególne podmioty. Tekst ma głównie charakter opisowy, ale podstawowe dane statyczne są przytaczane w celu zobrazowania opisywanych mechanizmów.

W artykule podjęto tematykę spójności społecznej, definiując ją oraz analizując w świetle nierówności, i ubóstwa jako czynników zagrażających spójności społecznej UE. Głównym celem artykułu jest analiza zróżnicowania nierówności dochodowych i ubóstwa w UE oraz identyfikacja kierunków zmian w ciągu ostatniej dekady w poszczególnych krajach i w całej UE. Planuje się zastosować metodę analizy porównawczej nierówności w poszczególnych krajach członkowskich przy wykorzystaniu danych Eurostatu (EU-SILC). Wnioski z przeprowadzonej analizy wskazują, jak duże znaczenie ma polityka wyrównywania poziomu i jakości życia w ramach polityki spójności UE.

The article addresses the subject of social cohesion by defining and analyzing it in the light of inequality and poverty as factors threatening the social cohesion of the EU. The main goal of the article is to analyze the diversity of income inequalities and poverty in the EU and to identify trends in change over the last decade in particular countries and throughout the EU. It is planned to apply the method of comparative analysis of inequality in member states using Eurostat data (EU-SILC). Conclusions from the conducted analysis indicate the importance of the policy of leveling of quality of life as part of the EU cohesion policy

Social cohesion is the ability of territorial communities to ensure the welfare of all its members, to reduce social stratification and avoid polarization (EU/EC/CE 2004, p. 3). The assessment of social cohesion of the Lower Silesia region in the cross-section of counties in the period 2005-2015, was performed based on the variables from the following areas: income and economic activity of the population, living conditions of the population and the availability of services and public space. Multidimensional scaling combined with linear ordering and Theil decomposition were applied to measure and assess changes in the level of social cohesion of the Lower Silesia region in the cross-section of counties in the period 2005-2015. The level of social cohesion of all the counties (although in varying de-grees) was increased and the degree of differentiation of social cohesion was slightly de-creased during this period. The calculations were made with scripts prepared in R environ-ment.

The field of social network studies has been growing within the last 40 years, gathering scholars from a wide range of disciplines (biology, chemistry, geography, international relations, mathematics, political sciences, sociology etc.) and covering diverse substantive research topics. Using Google metrics, the scientific production within the field it is shown to follow an ascending trend since the late 60s. Within the Romanian sociology, social network analysis is still in his early spring, network studies being low in number and rather peripheral. This note gives a brief overview of social network analysis and makes some short references to the current state of the network studies within Romanian sociology

W opracowaniu wskazuje się, że polityka gospodarcza prowadzona w ciągu ostatnich co najmniej 20 lat bardzo mocno przyczyniła się do ukształtowania takiej struktury dochodów, jaka powoduje powstawanie nierównowag makroekonomicznych, których następstwem był kryzys finansowy z roku 2007. Sytuacja gospodarcza, jaka ukształtowała się w ostatnich latach nie pozwala oczekiwać, że w poli-tyce gospodarczej nastąpi zasadniczy zwrot w kierunku troski o spójność społeczną. Uzależnienie rządów od rynków finansowych powoduje dużą trudność w prowadzeniu aktywnej polityki podat-kowej, a ekspansywne zachowanie banków centralnych przekłada się na niski koszt kapitału tylko dla ograniczonej liczby podmiotów gospodarczych.

The goal of the text is to show that economic policy which has been conducted in the last 20 years contributed a lot to the unsustainable structure of income in the major economies, what should be seen as a structural cause of financial crisis from year 2007. When one looks at current economic situation, it is hard to predict major shift in economic policy towards taking care of social cohesion. Huge level of public debt and addiction of the gov-ernments to the mood of financial markets does not allow to think about active tax policy which should for example include introduction of some form of Tobin’s tax. Expansionary monetary policy does not mean that capital is very cheap for everybody – luxury of the almost zero interest rate is restricted only for few governments and big corporations.
