The author considers local government as a participant of social communication, mainly by means of its public communications. He emphasizes two fundamental forms of public communication, formal and informal. He touches upon the political foundations of local government information policies, which implement a specific political vision of the authorities. The author concludes by saying that in the field of information policy a unit of local government cannot be treated as a passive executor of statutory tasks (in their formal and legal aspects) but should rather be perceived as an active creator that runs its information policies on the basis of its own local policy (the political and legal aspects).

Technological progress on the battlefield and the evaluation of the tactics of soldiers' actions entail a change in the philosophy of human resource management in military institutions, and thus a reorientation in the preparation of commanders-leaders to perform this mission. The modern soldier represents a different level of psychophysical resources. The new, more precise and at the same time more complicated to use equipment forces a change in the concept of preparing a soldier to perform tasks. Directing the development of the contemporary battlefield forces the continuous expansion of the cognitive level, both in the general and specialist area. This new approach to soldier formation shifts the centre of gravity in leadership formation to the area of cognitive resource development. This changes the emphasis of training and education towards the theory of social communication underlying the creation of psychophysical resources and issues related to the contemporary psychology of management in the military environment.

Developing of large-scale lignite excavation can often generate socio-environmental conflicts between mining-energy companies and various stakeholders, such as local communities or ecological organizations. In this context indication of potential channels of communication with local communities’ is needed to increase the level of their satisfaction with own knowledge and to optimize the social dialogue. The paper presents the results of a questionnaire survey conducted in selected communities of the Łódź voivodeship where surface mining exists at present (Kleszczów) or will be developed soon (Złoczew). They were realized with the Computer Assisted Telephone Interviewing on the representative groups of adults. The paper contains analysis of two selected closed-type questions: the first one concerned self-assessment of knowledge level of lignite mining, the second one - sources of information on mining activity. Previous media reports on mining activity in the examined areas were analysed, too. As it seems, various means of social communication should be used: television and radio are the major source of information for local communities, printing press and the Internet are important as well. A detailed set of communication channels and the content of individual messages should be carefully selected for specific target groups (depending on gender, age and education). It should be emphasized that a properly conducted public debate may prove to be one of the factors determining the success of mining-energy investments and sustainable development of some regions.

The article offers several definitons of public relations while emphasising their communication aspect. It is to be stressed out that the main role of public relations is to communicate information about an organization. The author briefly outlines the history background, referring to the beginning of this discipline and presenting its development until now. She characterises the functions and aims of public relations. The ethics of public relations as well as image and organization’s identity are analysed in the subsequent part of the article.

Prawo do informacji jest tak naturalnym prawem człowieka, jak prawo do życia czy ochrony siebie i najbliższych, dlatego zostało ono wpisane do Powszechnej Deklaracji Praw Człowieka ONZ z 1948 r. Na współczesnym etapie rozwoju cywilizacyjnego prawo do informacji staje się powinnością różnych instytucji społecznych powołanych do zaspokajania poznawczych potrzeb człowieka i całego społeczeństwa. Najważniejszymi instytucjami pośredniczącymi w docieraniu tych informacji do odbiorców są mass media, czyli prasa, radio i telewizja, a także Internet. Potwierdzeniem ich powinności w tym zakresie są zapisy konstytucyjne wielu krajów, w tym konstytucji Rzeczypospolitej Polskiej, które prawo do pozyskiwania i rozpowszechniania informacji łączą z działaniem prasy, radia i telewizji.

This article concerns issues of public communication and public relations in public administration. It sums up information about giving society information about functioning of trusteeship, especially when crisis occurs. Also an attempt was made to get to know a public image of public administration. Subsequently conclusions were drawn to improve media policy of public services.

Different significant features, which correlate with the word «fact», are actualized through the peculiarities of the notional system of different branches of scientific knowledge. There is no single common scientific interpretation of the term «fact». The purpose of the research is to investigate the semantic structure of the term «fact», to formulate and substantiate its definition. Definition wording of the social-communication term «fact» involves identifying its taxonomic relations: the place of the notion among other notions and semantic (hierarchical, causal-consequential) connections between them, realized through the logical systematic of the notion. To detect essence of the notion of «fact» should be investigated universal properties and relations of objective realization forms of this phenomenon– the general structures which build categorical scheme. The theoretical and methodological basis of the research consist of scientific theories and concepts which form the fundamental scientific positions in philosophy, social communication, mass media, terminology. The philosophical theory of cognition generates factual concepts by studying the processes of obtaining knowledge about the essence of things, natural and social phenomena. The basic platforms of philosophical generalizations concerning the epistemological nature of the facts include: correlation of objective reality and language; dependence of human cognitive activity and language creation; the relations of objective reality and judgments about it. The social and communication aspects of the factual concepts are focused on the investigation of the functional characteristics of the fact in mass media creativity and editing, correlation of the fact with the objective reality and human consciousness. Specificity of the study requires the use of basic notions of the theory of the term, application of methods for terminological analysis: analysis of the semantic structure of the term «fact»; detection of the term relevance to the requirements of uniqueness and accuracy; establishment of the term signifies; categorical analysis of the notion. By creating a system of knowledge about the essence of the fact it is possible to provide modeling of social-communication term «fact»: the establishment of significant properties, connections and relations, allocated in notions definitions which are related with notion of the fact by generic-species relations: genitive notion – fact, specific notions – phenomena, processes, events. The semantic structure of species notions includes the meaning of «changing a particular object». This changing is a factor of the cognitive process and their transference to the consumer of information by means of social communications is a component of the knowledge management system since it is conscious and purposeful. Comparison of the logical relations between notion of «fact» and notions, which are connected to it by causal-consequential relations, is relevant. Social-communication notion of «fact» has close causal-consequential relations with the notion of «information»: the fact is an origin of information in a diversity of interpretation versions. Changes in space and time lead to appearance as a consequence of, which is reproduced by sign equivalents of a particular sign system. Conducted research makes it possible to conclude that for the social communications sphere we consider the following scientific definition to be reasonable: the fact is an obvious change of the objective reality in space and time, objectified and interpreted by the system of social communications for human cognitive activity. The fact reveals a complex, systemic phenomenon, realized in space and time and manifests in the triad of interconnected and interdependent signs, which have epistemological, dialectic, social and communicative aspects.

Many researchers have analyzed the benefits and costs of the planned introduction of the single European currency in Poland. But the results of these analyses have varied, depending on whether they applied to the average consumer, especially in the short term, or the economy as a whole. The paper looks at the concerns and hopes of Polish college students in the context of the planned adoption of the euro in Poland. Both full- and part-time students-representing a large and well-educated group of consumers-were asked about the costs and benefits of the move for Polish consumers. The poll covered 446 students from five university-level schools in the western city of Poznań. The authors also examined the relationship between the respondents’ knowledge and their assessment of the plan to introduce the single European currency in Poland. The answers given by students in individual schools were compared and analyzed. On the basis of their analysis the authors come up with a number of recommendations on how the government should pursue its social communication policy as far as the planned adoption of the euro in Poland is concerned. A clear position of the government is needed on the country’s preparations for adopting the euro and a concrete date of when this can happen, the authors say. It is necessary to tell the public about the benefits of introducing the euro, dispel unjustified worries involving issues such as price convergence, and counteract real threats posed by factors such as inflation stimulated by the conversion of prices and intensified economic emigration. Overall, the authors say, the analysis shows that the students are aware of the need for reforms in the Polish economy, especially with regard to the labor market.

The article discusses NODEM (Nordic Digital Excellence in Museums) – a Scandinavian initiative inaugurated in 2002 by Vision for Museums, today: the Digital Cultural Heritage Centre of Expertise at Interactive Institute in Sweden. This pioneer network deals with cultural legacy, digital technologies and design. NODEM concentrates research development institutions, schools of higher learning and cultural institutions from Nordic countries and beyond Scandinavia. Today, NODEM concentrates an active milieu composed of more than 4 000 members representing assorted research currents, i.a. interaction and exhibition projects, museological research, media studies and social communication studies, the gathering of digital resources and digital technologies. The article depicts NODEM in a historical perspective and its plans for the future as a forum for an exchange of ideas, a body awarding the “Nordic Digital Excellence in Museums” prize, a network involved in design and digital legacy as well as the digital platform nodem.org.

The concept of role is wide-spread in social sciences. It is also used in ethology, but only to describe social structure which exists in species under observation. This paper is an attempt to utilize the concept of role in order to analyze cases of social communication in animals. To reach this goal, the meanings of role and its related terms are revisited to understand its different applications in social sciences. Also, a synopsis of role concept usage in ethology is presented and social role is re-conceptualized in a way that permits it to be applied with consideration to other species’ communicative abilities. In other words, this paper analyzes how role concept fits into a zoosemiotic approach. By concentrating on the act of social communication, the interdependent nature of social relationships and their dependence on roles becomes evident. Social roles are created and manifested only in the act of communication and social roles in reverse shape the act of communication. In order for social communication dependent on roles to take place, it is crucial for interacting animals to recognize the context of communication and the other communicative party. To affirm the latter, situations which can be described by terms: role conflict and role change are considered in order to see their effect on communicating animals and on the act of communication itself.

The presented article concerns the information policy conducted by the local authorities of the City of Katowice during the implementation and execution of the program for families called „Nas Troje i więcej” (“The Three of Us and More”). The program has been approached in terms of case study in the field of internal communication in the commune understood as a process of exchanging information and dialog of the commune entities (stakeholders). The study covered the years 2011–2016, and their objective was to analyse selected tools of social communication in terms of function of medium, its content, type of communication (one or two-sided) and the capacity of communication channels. The study took into account both obligatory and optional instruments.

Ever since the Kotler’s promotion-mix concept based on the most traditional model of four pillars - advertising, public relations, sales promotion and direct sales has become commonly known, PR has been treated as one of many, typically marketing, impact tools. This perception is particularly characteristic for the science of marketing management and publication. Meanwhile, it is often forgotten that public relations is the management of communication, which may be used in marketing communication, however it is a much broader meaningful concept, giving greater perspectives of use. This article refers to defining a place of public relations between two asymmetric areas of communication - social and marketing one. Basing on literature analysis, the authors define key factors differentiating both perspectives, they also evaluate the proposals for introducing new concepts into the media and communication terminology, indicating the distinctiveness of both conceptual categories.6-11

The author analysed the legal and ethical norms that constitute a spokesman duties, and also pointed the risks that are associated with this duties.

NODEM skupia instytucje badawczo-rozwojowe, wyższe uczelnie oraz placówki kulturalne z krajów nordyckich i spoza Skandynawii. Obecnie wokół NODEM ogniskuje się aktywne środowisko liczące ponad cztery tysiące członków reprezentujących najrozmaitsze kierunki badawcze, m.in. projektowanie interakcji, projektowanie wystaw, badania muzealnicze, medioznawstwo i naukę o komunikacji społecznej, gromadzenie zasobów cyfrowych oraz techniki cyfrowe. In the article on the theoretical aspects of public opinion, the author presents the origins and evolution of this concept. Considerations for defining the public opinion are conducted on the background of one of the most important problems of social science methodology. In this article the author characterizes also the process of shaping public opinion and identifines factors that influence this phenomenon. Considerations concerning the theoretical aspects of the public opinion ends characteristic of its features and functions.

Human life has two forms. The first one is the successful management of private, professional life, the second one is in certain moments inability to harmonize their states and processes with the environment. Here we can see the effect of the social worker and his client. Client - an individual who at some point cannot understand the meaning of his own actions, gets into situations that seem to be so difficult to manage and he is not able even think about possible strategies for solutions. Social worker - a person who has such a wide range of options to address the adverse situations that at one point he is capable to offer and apply several solutions. The social worker is, therefore a person who has theoretical knowledge and social skills, knows how to react and propose a solution. Career opportunities in practice are wide and necessary due to the increasing number of socio-pathological phenomena, problems and vulnerable groups. Social skills are trainable. It is, therefore necessary to appeal to the development of these skills, which influence the future direction of personality and career opportunities in the field of social work.

This study experimentally evaluated Polish school students' competence at written communication, understood as one of the forms of social communication. The task, performed online, was designed to see if the students were able to select the most important information from a given base text and to compose new texts on this basis to comply with three different length requirements, and how they behaved under the pressure of the time allocated to complete the sub-tasks. Results from an overall pool of 500 secondary school students from a diverse sample of schools (in the city of Poznań and the surrounding Wielkopolska province) that differed in terms of type and ranking suggest an overall poor competence at various composite skills involved in written social communication: information selection, summarization, logical structuring, and cohesive embellishment. Participants clearly exhibited various problems with concisely formulating thoughts, properly complying with instructions, etc. Composing a short, written message (based on a provided base text) and/or freely embellishing and reformulating information clearly caused them considerable difficulty. The article closes with some suggestions for how the methods used could potentially be improved in future studies of this type.

The starting point for this discussion was the process of electronic transformations of periodicals for children and young adults, which have gradually become multifunctional web portals for many different types of users (except children and young adults, also parents, teachers, and educators). As digital resources operating on the principle of convergence, such portals have become texts of culture that are present in the cyberspace and consequently are very popular with young recipients, who are the most active group of Internet users. The study of the new quality of “reading online”, which is hypertextual reading (including children’s reading), seems to be still closely connected to literature, literary studies, and narratology. Electronic links, one of the defining features of hypertext, are also practical manifestations of the concept of intertextuality. This article is dedicated to sound signalling in the history as one of the ways of non-verbal communication of a community. Due to the extensiveness of the subject matter, the author significantly narrowed down the analysis. She based her description on word formation issues rather than phraseological units, metaphorisations. She endeavoured to demonstrate that the point of view is also important in descriptions of phenomena bordering on language and culture. Her interests include word-formation nests of three instrument names: a bell, a trumpet, and a drum. The analysis concentrated on three fundamental functions of the enumerated instruments, functions displayed by word-formation devices: announcing, publicising information; summoning, gathering, calling people; excluding from the community. The material was collected from old and historical dictionaries, their corpora and files.

The conceptual model of a medium of popular science content was implemented with consideration of its functional features. The algorithm of development, the architectonics peculiarities, the representation forms of designed model involve to take into account the requirements for the functioning of a modern competitive information product. The purpose of creating the conceptual model of medium of popular science content is implementation of the concept of mass media, which will ensure compliance with such system of interconnected requirements: presentation of scientific content in popular form; segmentation of the purpose-oriented audience; achievement of commercial success of the project; availability of an evolutionary perspective. During the research, the following methods of scientific knowledge were used: comparative-historical, analytical methods of classification and grouping, methods of modelling, foresight and SWOT-analysis, descriptive method. The comparative-historical method was used to analyze and systematize data on the formation and development of popular science content; classification and grouping – to specify the thematic and typological features of popular science content; the method of comparison – to identify the common and distinctive features of different models of medium of popular science content; descriptive method – for presenting and substantiating the research results. The basis of the concept of modelling the medium of popular science content is the opinion that the successful functioning and competitiveness of the content medium is the result of strategic design as a mechanism of social management. The use of foresight methodology in the development of the conceptual model of a medium of popular science content gave the opportunity to take full account of the features of its stylistic and typological characteristics, based on the potential of integration of journalistic skills, innovative marketing and information technology. The creativity has the highest potential because of ability to strengthen all the basic principles: both during the formation (modification) of the creative concept, and during the formation and development of informative and artistic content, and during the implementation of convergence processes. This testifies that a creative approach is a necessary component of success in all areas of the functioning of a medium of popular science content, because it is directed to design original, innovative forms and methods of journalistic art, which in its integrated summary is capable to generate a qualitatively new mass-media product.
