This paper deals with the relationship between social security law, a branch of public law that bears many features of private law, and labour law, a branch of private law that bears features of public law. There is countless feedback between the two branches. The paper focuses particularly on the issue of important personal obstacles to work on the part of an employee, in the regulation of which the two branches are closely interconnected in terms of subject-matter. While labour law regulates an employee’s right to be provided time off from work by an employer when these obstacles to work arise, social security law regulates the right to material welfare of an employee. The relationship between the branches is examined in the context of a brief analysis of the main issues of social security law and labour law. When examining the relationship between private and public law, we will arrive at the conclusion that the dualism between private and public law is increasingly more relativized.

Finding solution of unemployment and poverty is one of the most important challenges of social policy in the European Union today. Th e existence of a global labor market emphasizes the need for adoption of such measures, which are accepted and implemented in the wider socio-economic units, such as eg. European Union. Th e indicator of longterm unemployment and material hardship in the context of its possible solutions are mainly data on the number and structure of long-term unemployed job seekers who are in material need, the developments in this segment of the labor market and the measures that these applicants to solutions to their social situation may be used. In the Contribution We characterize poverty and unemployment to functionally link the defi nition of social events and existing social interventions. We also focus on legislative conceptualization process aspects of the application of social interventions to solving poverty and unemployment. At the end of the Contribution we point out possible solutions to long-term unemployment within the context of Europe 2020 strategy.

Hľadanie riešení nezamestnanosti a chudoby predstavuje jednu z najvýznamnejších výziev sociálnej politiky Európskej únie v súčasnosti. Existencia globálneho trhu práce akcentuje potrebu prijímania takých opatrení, ktoré sú akceptované a realizované v širších spoločensko-ekonomických celkoch, akým je napr. Európska únia. K indikátorom dlhodobej nezamestnanosti a hmotnej núdze vo vzťahu k navrhovaniu možných riešení patria predovšetkým údaje o počte a štruktúre dlhodobo trendoch v tomto segmente trhu práce, ako aj o opatreniach, ktoré títo uchádzači na riešenie svojej sociálnej situácie môžu využívať. V príspevku charakterizujeme chudobu a nezamestnanosť s cieľom funkčne prepojiť vymedzenie sociálnej udalosti a k nej prislúchajúcich sociálnych intervencií. Zameriavame sa aj na legislatívnu konceptualizáciu procesuálnej stránky uplatňovania sociálnych intervencií pri riešení chudoby a nezamestnanosti.
