Makroekonomiczne determinanty wynagrodzenia minimalnego. Na marginesie artykułu prof. W. Rutkowskiego

The paper deals with macroeconomic determinants of minimum wages in Poland, long-term trends in growth of average and minimum wages (1995–2013) and evolution of unemployment rates. Minimum wage policies are treated as an integral element economic development policy, income policy and employment policy. The author has defined basic functions of minimum wages: income function, motivation function, costs function, effective demand promotion function. The author concludes that the latter function is completely neglected by employers in Poland. In the second part of the papers the author deals with analysis of relation between growth of labour productivity and wages, increment of profits and wage fund in the enterprise sector. In final part the paper deals with comparative analysis of minimum wages and co-called social minimum of income for different categories of households. In conclusion, the author suggests the wide gap between growth of productivity, profits and wages in period 2001–2012.

Spór o wpływ minimalnego wynagrodzenia na zatrudnienie i bezrobocie, koszty pracy oraz konkurencyjność gospodarki ogranicza się do badania relacji wynagrodzenia minimalnego do przeciętnego. Jednak większość autorów uznaje wynagrodzenie przeciętne jako zmienną niezależną. Nie analizuje się równocześnie udziału wynagrodzeń w PKB i zysków przedsiębiorstw oraz relacji między wzrostem przeciętnych wynagrodzeń i produktywności. Bez wprowadzenia tego elementu analiza relacji wynagrodzeń minimalnych i przeciętnych jest oderwana od głównych parametrów systemu społeczno-gospodarczego (wzrostu PKB, zysków i produktywności pracy). Spróbujemy to udowodnić w tym artykule.
