The article presents the results of a survey conducted on a group of generation 55+ Poles living in the city of Rzeszow concerning their knowledge of issues related to participatory budgets and the state of their activity in this area. At the beginning an assessment of the knowledge of the idea of participatory budget was presented. In the following, the residents’ participation in the participatory budget was assessed and the factors influencing this activity were analyzed. Conducted examinations allowed to state that the majority of respondents knows as well as positively is assessing the idea of participatory budget. Unfortunately the level of the knowledge of respondents about principles of his functioning is low. To it sources from which they obtained information about participatory budget have a direct effect. The majority of respondents is keeping the passive posture towards works on participatory budget. They are confining themselves only for giving back the vote for notified projects.

Artykuł opisuje wyniki badań przeprowadzonych wśród mieszkańców regionu tarnowskiego, których celem było poznanie opinii ankietowanych na temat budowanej autostrady A4 na odcinku Kraków-Tarnów oraz ewentualnych oczekiwań i obaw związanych z użytkowaniem autostrady w przyszłości. Przeprowadzone badania pozwalają stwierdzić, że ankietowani popierają budowę odcinka autostrady A4, w większości deklarują chęć korzystania z niej, dostrzegając jednocześnie zarówno szanse, jak i zagrożenia związane z tą inwestycją.

The article describes results of the survey carried out among the inhabitants of the Tarnów region, to find out the people's opinions on the A4 motorway of the Kraków-Tarnów section which is currently under construction and possible expectations and threats related to the use of the motorway in the future. The surveys which have been done makes it possible to state, that those polled support the construction of the A4 motorway section, they declare in majority the wish to use it, noticing both opportunities and threats related to the investment.

Budżet partycypacyjny stanowi sprawdzone narzędzie przy pomocy, którego zwykli mieszkańcy mają możliwość w sposób bezpośredni uczestniczyć w podziale części środków publicznych. A tym samym mogą bliżej zapoznać się z funkcjonowaniem finansów publicznych oraz sprawować kontrolę nad lokalnymi władzami. Dzięki tej formie współpracy z władzami posiadają możliwość wskazania zadań, których realizacja ich zdaniem może wpłynąć na znaczącą poprawę jakości życia. Idea budżetu obywatelskiego pozwala na tworzenie więzi społecznych a przez to budowanie społeczeństwa obywatelskiego. W artykule przedstawiono wyniki badań ankietowych przeprowadzonych na grupie mieszkanek miasta Rzeszowa dotyczących ich znajomości zagadnień związanych z budżetem partycypacyjnym oraz stanu ich aktywności w tym zakresie. Na wstępie zaprezentowano ocenę stanu znajomości idei budżetu partycypacyjnego. W dalszej części dokonano oceny aktywności mieszkanek miasta Rzeszowa w zakresie budżetu partycypacyjnego oraz przeanalizowano czynniki wpływające na tą aktywność.

Participatory budgeting serves as a convenient and verified instrument, by means of which ordinary citizens are capable of directly influencing the allocation of public financial resources. Simultaneously, the citizens can become familiar with public finances’ operations, as well as exercise control over local authorities. Due to such form of public cooperation, the interested can identify and prioritize public spending projects in a way that they choose the projects that may significantly improve living standard. The idea of civil budget allows the enhancement of social inclusion and, thus, the development of civil society. The article presents the outcomes of research, whose aim was to evaluate the awareness on participatory budgeting (PB) issues among local community members of the municipality of Rzeszów. The survey also aimed at evaluating the activity degree of its inhabitants with regard to PB.
