The Social Dialogue in Ukraine

The article aims to answer the question of why social market economy in Ukraine, as well as in number of post-Soviet states, has not met the expectations. It uses social dialogue as a telling example. In 1990s Ukrainian society became subjected to a multidimensional process of forming labour relations. On the one hand, the process was typical for an immature stage of capitalism, and thus could hardly be expected to lead to the emergence of a social market economy, and on the other it reproduced the worst traditions of socialist labour relations, replacing state paternalism with patronclient relationships. Establishing institutional market infrastructure was supported by social partners' organisations and legitimized by the law. A system of market relations has been created but proved incapable of performing functions essential for sustaining standards and values of economic democracy. 'Social partnership' as an ideology of labour relations was substituted by a new form - 'social dialogue'. Social dialogue has been distorted to a simulation of contemporary labour relations. Formalization of social dialogue has become a way for pro-oligarch, social partners' organisations to gradually monopolize the market, with passive acceptance from dependent, poorly organized and unprotected employees.

In the scientific article the author considered a problem of prevention of social orphanhood and family trouble. Scientific capacity of universities of the city of Kemerovo allows to find new approach to the solution of social problems of society in social partnership and to introduce practical activities for its establishment. Relying on practice of long-term cooperation of leading universities of the city of Kemerovo and establishment of social protection of its population, the author presented main directions and a complex of organizational and pedagogical conditions for the effective development of social partnership of institutes of civil society.

The article presents a critical analysis of one of the aspects of collective labour relations, mainly employee representation at the company level via works councils. The emergence of the institute of works councils in Lithuania was determined by general Euro-integration processes and the need to develop and promote social dialogue. As we know, after the restoration of independence in Lithuania employee representation at the company level by trade unions was very poor. Therefore, with the view to taking over the tradition of collective labour relations prevailing in Western Europe and promoting the process of collective bargaining and collective agreements, a special law was adopted in Lithuania in 2004 to provide for the establishment and functioning of an alternative employee representation body, works councils. This article aims to reveal, by means of various research methods, the content of EU and national legal norms governing the status of works councils and to show, based on various surveys conducted in the country, the current realistic situation of employee representation in Lithuania.

Social Partnership in Ireland

The Irish 'Social Partnership' is the way that corporatist accommodates the trade unions, farmers, community and voluntary sector of organisations. It was the foundation for a period of rapid growth, so-called 'Celtic Tiger', but now most of us have little doubt that social partnership has been a key factor in the economic success of the Republic of Ireland. This simple 'tripartite' model became a platform for negotiations between groups of various interests and aspirations. Now 'Social Partnership' is open to criticism on ground of effectiveness but it would be a mistake to renounce to it. The important question is how democracy may be deepened within social partnership and other similar model as a potential successor. What has developed may contribute to the theorising of 'Social Partnership' as a new form of 'multi-level' and 'flexible' governance and is considered as an instrument of direct participatory democracy. Social Partnership became an important process in Europe since the 1990's and each country had surprisingly different experiences. This paper examines the origins and significance of the social dialogue in relation to a financial, fiscal and social crisis and also a distrust of legitimacy for the political elite in Ireland.

Compared to the European countries, the sociologic research related to religiousness and religious affiliation ranks Romania among the most religious countries, this aspect being proved also by the active positioning of the Church in society, especially in the public space. The verification of the phenomenon may be done also through our research theme, which has a content focused on social work, whose result may be used accordingly. There are publications in the field of social work also containing chapters about the Church as an institution, describing the specific activities with social character (either of philanthropy, or of empirical assistance, or even professionalised social work). Nevertheless, most papers mention the Church only in the description of some historical aspects of social work in Romania. Our topic is new because a research similar to ours has not been conducted in Romania yet, in our opinion, as in all bibliographic sources used in the writing of our paper he have found no research approaching such topics. The entire scientific endeavour starts from the formal systematic and non-systematic collaboration already existing between Churches and DGASPCs, but in order to scientifically validate this hypothesis we chose to conduct also a quantitative analysis of the data collected through a questionnaire with closed questions. The main purpose of our paper is the highlighting of the specificity of the interaction between the Church and the social work practice in Romania, through the existing partnership links between the State and the Church.

In the face of constant pandemic-related and military threats to citizens’ right to work, collective bargaining has become almost the only real instrument to reconcile the interests of social partners and consolidate their efforts. The authors proposed a methodology for assessing the development of social partnership in the regulation of labour remuneration based on a set of indicators and a comparative analysis of the indicators in several public organisations: the State Audit Service of Ukraine, the State Treasury Service of Ukraine, the State Statistics Service of Ukraine, the State Fiscal Service of Ukraine, the Armed Forces of Ukraine, the State Border Guard Service of Ukraine, the Police of Ukraine, and the Pension Fund of Ukraine. Based on the challenges and general trends revealed by the results of the analysis, the authors identified areas for improving collective wage bargaining and the best practices in social partnership for their dissemination in public organisations.

The article will show major dimensions in the experience of EU Member States that could be shared with the Eastern Partnership (EaP) countries. The framework of the study is the EU concept of trade unions in social dialogue and social partnership in the public sector. This study outlines the concept of social dialogue as a core element of industrial relations and will focus on industrial relations specifically in the public sector. The authors have elaborated the approach to industrial relations and social dialogue taking into account comparative approach to definitions provided by international institutions such as ILO and OECD, as well as institutions in the EU and Latvia. Latvia is also a case study for Eastern Partnership countries as these countries and their trade unions are in a transition period from socialist structures to structures that possess liberal economies. Trade unions in these countries are members of the International Trade Union Confederation. The major transformation that trade unions underwent from being part of the socialist system and becoming an independent institution since Latvia regained independence in 1991 has been studied. The paper discusses the current developments related to the position of Latvian Free Trade Union Federation in the system of decision-making process related to the public administration management. Finally, the prospective role of trade unions in the EU and in Latvia is analysed and possible revitalisation of trade union is discussed. This approach could be applied to the Eastern Partners of the EU.

Особое внимание уделяется способам создания такой образовательной сети, которая позволяет не только образовательным организациям получать недостающие для осуществления образовательной деятельности ресурсы и достигать определенных образовательных результатов, но и удовлетворять потребности заказчика образовательных услуг. Рассматриваются различные подходы к формированию модели образовательного кластера, основанного на партнерских отношениях.

This article discusses the model of educational clusters that are based on social interaction between educational institutions and public-private partnerships. Particular attention is paid to methods of creating such educational network, which allows not only to educational organizations to obtain the missing for the implementation of educational activities and resources to achieve certain educational outcomes, but also to meet the needs of customers of educational services. The article deals with the question of university graduates’ employability in Japan. The necessity of acquisition of employability skills by students has been proved. The essence of the notion “employability skills” and their component parts have been revealed. The author analyzes methods with the help of which Japanese Universities achieve the goal of training the skills. The article describes the aim and scale of special Project, held in Japan for training employability skills. The importance of social partnership between universities and industry and internship has been shown. In this context active learning has been gaining its popularity and proved to be successful in motivating students to cognitive activity.

The article analyzes the features of the corporate university as a form of organization of corporate education in the United States which arose against the background of the rapid econo¬mic development and advances in science and technology at the beginning of the last century. The corporate university emerged as a mechanism for solving current problems and needs of the strategic development of the organization. It has been revealed that the main socio-economic preconditions for the formation of this educational phenomenon were: the transition from the industrial society, which required skilled workers to the information economy based on knowledge; convergence of learning and manufacture; change in priorities of workers, who valued training opportunities in the organization more than security of their employment; inadequacy of vocational training in the traditional education institutions to practical job requirements; economic benefits for businesses from training their employees in organizations; the need to provide the continuous training to workers in the information society and ensure their competitiveness in the global economy; the importance for companies to meet the expectations of customers; the demographic factor. Among the first corporate universities which emerged in the USА were: the General Electric Corporate School, the General Motors Institute of Engineering and Management, Disney University, Hamburger University, Motorola University. It was found out that the first corporate universities were characterized by strict structural subordination to the parent organization and the lack of partnership with external educational institutions. However, despite their certain limitations, the first corporate universities became a significant achievement and a step forward in the development of human capital. Therefore their parent companies can be considered the first examples of learning organizations, which have made a decisive contribution into the convergence of education and manufacture and identified the ways of further development of corporate education in the country.

The problem of forming and normative support of social partnership in vocational training of service sector specialists in Germany and Austria has been studied in the article. Federal and state laws in vocational education in these countries have been analyzed. The key aspects of interaction between educational units in order to organize collaboration at the ministerial, regional, local and international levels have been considered. Based on the results of the study undertaken, it has been found out that the dual system of primary vocational training of specialists in vocational education in Germany and Austria is continuing and consists of two stages, namely: 1) theoretical training in vocational schools and practical training at enterprises; 2) further vocational education/further research-based vocational education. The author has characterized vocational secondary schools: part-time vocational schools that comprise dual training system and full-time vocational schools: specialized vocational schools, advanced vocational schools and vocational gymnasia. It has been found out that technical universities and higher vocational education institutions training service sector specialists belong to higher education system, too. It has been highlighted that the system of social partnership in vocational education in Ukraine is being dramatically developed and significantly reformed. Therefore, study, generalization and analysis of European experience in organizing social partnership in vocational training of specialists, particularly in service sector, is becoming rather relevant. Based on the analysis of legislative documents on vocational education in Germany and Austria, it has been concluded that social partnership in education may be considered as a reliable and approved social mechanism that stipulates for economic stability and development, establishment of competitive, flexible and dynamic education system in each country; the mentioned problem in Ukraine requires the need for complex development of social partnership system as an interdisciplinary problem related to social, cultural, political and economic factors of social development to be taken into consideration; sustainable development of researches on the problem of theory and methodology of vocational education and implementation of its results in practice to be ensured; German and Austrian experience in organizing vocational training in the dual education system that presupposes the combination of proportional correlation between vocational theoretical and practical components to be studied. Rather perspective for further researches is the study of foreign experience in developing and implementing vocational education standards that is the field of social partnership functioning.

Programy rewitalizacji, realizowane w obrębie Dolnego Miasta i Oruni w Gdańsku potwierdzają ważną rolę systemu zarządzania lokalną tożsamością w wyprowadzaniu obszaru degradowanego z sytuacji kryzysowej. Opierają się one na budowie marki i przewagi konkurencyjnej dzielnicy w skali miasta, regionu, a nawet kraju, opartych na istniejących, choć często ukrytych lub niedocenianych, lokalnych zasobach materialnych i niematerialnych. Przykłady Partnerstwa Dolne Miasto Otwarte oraz działań inwestycyjnych i społecznych podejmowanych na Oruni pokazują, że umiejętny wybór haseł przewodnich rewitalizacji stanowi podstawę stworzenia oferty efektywnej współpracy sektora publicznego z organizacjami pozarządowymi i podmiotami biznesowymi. Partnerski model rewitalizacji okazuje się kluczowy w sytuacji niewielkich lub zmniejszającychsię środków finansowych, pochodzących z budżetu samorządu lokalnego lub instytucji zewnętrznych.

The revitalization programmes conducted on the areas of Dolne Miasto and Orunia in Gdańsk confirm an important role of the local identity management system in overcoming crisis situations on degraded areas. The programmes are based on the borough brand building and the borough’s competitive edge on the background of the whole city, region, and even the country, based on the existing, although often concealed or underappreciated, local tangible and intangible assets. The examples of the Open Dolne Miasto Partnership and the capital investment and social activities implemented in Orunia indicate that a skilful selection of lead revitalization slogans creates a foundation for an offer of effective co-operation among the public sector, non-government organizations, and business entities. The partnership model of revitalization turns out to be of key importance in the situation of small or shrinking financial resources assigned either by the local government or external institutions.

The article presents several determinants conditioning the effectiveness of education. Against the background of subjective and objective factors, which play an important role in the didactic process, an attempt was made to capture the impact of economic factors. Compression areas and the degree of correlation between the economic system and the education system were described. The impact of the economic determinants on the didactic process and its effectiveness is described on the example of vocational education. Some difficulties in the relationship economy – vocational training were included. The collected material was presented in a comparative aspect, while analyzing the impact of the economic impulse on the Polish and Ukrainian

W artykule przedstawiono kilka determinantów warunkujących efektywność kształcenia. Na tle czynników subiektywnych i obiektywnych, które w procesie dydaktycznym odgrywają istotną rolę, podjęto próbę ujęcia siły oddziaływania bodźców gospodarczych. Omówiono obszary sprzężenia oraz stopień skorelowania systemu gospodarczego i systemu edukacji. Wpływ determinantów gospodarczych na proces dydaktyczny oraz jego efektywność opisano na przykładzie szkolnictwa zawodowego. Ujęto niektóre trudności w relacji gospodarka – szkoła zawodowa. Zgromadzony materiał zaprezentowano w aspekcie porównawczym, analizując jednocześnie działanie impulsu gospodarczego na polski i ukraiński system kształcenia zawodowego.
