The literature on financial sustainability is scattered in such a way that a synthesis is indispensable. The present study on an annotated bibliography of financial sustainability seeks to fill this particular gap by presenting a collation of published literature in the sphere. The sectorial analysis depicted that ability to cover the costs from its own resources and ability to pay debt were the key dimensions to measure financial sustainability. The majority of the studies were found in the public sector covering local governments and central governments particularly in such European countries as Spain, Italy and England. Earning enough resources, asset sustainability and the ability to repay obligations are the three dimensions to assess financial sustainability. The study also pointed out the key research areas, variables and analytical tools among other trends in the literature. The present study assists the future researchers in reviewing the literature on financial sustainability and developing research methodology.

The article contributes to the discussion on the informal economic activity in postsocialist countries. Quite often this activity is related to state regulation. We provide evidence from rural Russia suggesting that state shirking also can give rise to informal economic relations. Empirical data from Altai Krai show that informal transfers from farms to rural municipalities are used to provide rural social sector. Despite the collapse of socialist agricultural system, when rural communities existed under patronage of collective farms, substantial part of the privately owned post-Soviet farms still donate to rural municipalities and population. The article is based on the fieldwork conducted in Altai Krai in 2013 when qualitative data (informal interviews, group discussions, observations) were collected by the author and his colleagues. Gift-giving relations between agricultural producers and municipalities could be described as “natural” bottom-up pattern. We perceive these Soviet-style giftgiving relations as the way to mitigate the weaknesses both of the Russian state rural policy as well as market self-regulation mechanism. Despite it could slow down economic performance of farms, it is the way to prevent rural degradation and depopulation.

The aim of the article is to analyse changes in the relationship between business and the state and their new mission - sustainable development. The authors believe that these questions should be included in research explorations as they see more and more problems with globalisation, the financial crisis, and the lack of a new role for business and the state in the social sphere and the definition of the spheres of influence of various market factors. The methods of analysis, comparison and an interdisciplinary approach were all applied. The article discusses the problems of a new social phenomenon: “market - the state - business”, the authors’ views on the contemporary role of each institution, their interaction in the process of ensuring sustainable development. Particular attention is paid to the new role of business in the social sphere. The authors argue that a new interpretation of the present role of the state is needed in order to secure sustainable development.

Celem artykułu jest analiza zmian w relacjach między biznesem a państwem i ich nowej misji – zrównoważonego rozwoju. Autorzy uważają, że należy włączyć te pytania do badawczych poszukiwań, ponieważ zauważają coraz więcej problemów ze współpracą w sferze globalizacji, kryzysu finansowego, a także brak określenia nowej roli biznesu i państwa w sferze społecznej, definicji sfer wpływu różnych czynników rynkowych. Zastosowano metody analizy, porównania i interdyscyplinarnego podejścia. W artykule rozważono problemy nowej konfiguracji społecznego fenomenu: rynek – państwo – organizacje (biznes), przedstawiono autorskie spojrzenie na współczesną rolę każdej z instytucji, ich współdziałanie w procesie zapewnienia zrównoważonego rozwoju. Szczególną uwagę zwraca się na nową rolę biznesu w sferze społecznej. Autorzy przekonują, że nowej interpretacji wymaga współczesna rola i miejsce państwa w zabezpieczeniu zrównoważonego rozwoju.

The article deals with the analysis of human and citizen’s rights, which became apparent in human culture, because just with culture is bound together everything directed to self-preservation, reproduction and improvement of human person and is embodied both in objects of material and spiritual world and in social life norms.
