The Socialist Republic of Vietnam, just like other countries, functions in determined conditions which influence the way of determining and understanding the security and shaping of the security policy. There prevails a division to problems of an internal and external nature. While talking about and indicating global problems which in consequence can influence the internal security of a country, challenges and threats that countries face need to be noticed. These are ecological, demographic, political, economic and social threats. While looking at factors determining the internal security of a country, special attention needs to be paid to the state of relations and its surroundings, a state of system stability, a level of social peace, a level of public safety and a level of public order.

W okresie przedakcesyjnym polska gospodarka weszła na ścieżkę szybkiego wzrostu. W latach 2006–2007 tempo wzrostu gospodarczego w Polsce przekroczyło nawet 6%. Okres dobrej koniunktury można było wykorzystać do wzmocnienia fundamentów ustroju gospodarczego Polski. Temu celowi służyłaby w szczególności naprawa finansów publicznych oraz taka modyfikacja polityki makroekonomicznej, która sprzyjałaby utrzymaniu polskiej gospodarki na ścieżce szybkiego wzrostu oraz ewentualnemu wejściu do strefy euro. Jednakże wzmocnieniu fundamentów ustrojowych kraju nie sprzyjały ostre konflikty, jakie miały miejsce na polskiej scenie politycznej w ostatnich latach. Walka o głosy wyborców sprzyjała obniżaniu wpływów podatkowych i parapodatkowych, co uniemożliwiło dokonanie pożądanych korekt w polityce makroekonomicznej. W tej sytuacji wybuch globalnego kryzysu finansowego okazał się wielkim zagrożeniem dla polskiej gospodarki. Obnażył bowiem słabości polityki gospodarczej, która nie była przygotowana do elastycznego reagowania w warunkach silnych wstrząsów zewnętrznych.

In pre-accession time Poland entered the path of rapid economic growth with GDP growth rate having exceeded 6% within 2006-2007. The boom could have been used to strengthen the foundation of Poland’s economic system trough healing public finance and such a revision to macroeconomic policy that would underpin the fast growth and likely joining the eurozone. However, the strengthening of the country’s system foundation was impeded by conflicts that have taken place on the Polish political scene within the past several years. Striving for election votes impeded expected tax and paratax budgetary inflows, which hindered necessary revisions to macroeconomic policy. Against such a background global financial crisis came as a threat to Polish economy, since it unveiled the weaknesses of economic policy incapable of flexible response to strong external shocks.

W pracy autor analizuje trudną sytuację na świecie związaną z rozprzestrzenianiem się koronawirusa. Pandemia negatywnie wpłynęła na wszystkie sfery życia człowieka i znacząco pogorszyła stan gospodarek wielu państw. Rządy tych państw przeznaczyły gigantyczne środki na walkę z pandemią koronawirusa, a także aby poprawić swoją sytuację gospodarczą i ustabilizować sytuację na świecie. Autor artykułu analizuje prawo i regulacje przyjęte przez Republikę Kazachstanu, które ukierunkowano na walkę przeciwko rozprzestrzenianiu się wirusa i poprawienie sytuacji społecznej oraz politycznej w państwie. Epidemia koronawirusa negatywnie wpłynęła na funkcjonowanie przedsiębiorstw, w związku z czym firmy z różnych sektorów musiały zakończyć działalność, wskutek czego wiele osób straciło pracę. To zaś prowadziło do dalszego pogorszenia sytuacji społecznej i politycznej tego państwa. Z tego powodu przyjęto rozwiązania prawne na rzecz poprawy tej sytuacji. Autor bada także doświadczenia innych państw płynące z walki z pandemią koronawirusa. W tym celu korzysta z analizy porównawczej.

In this article, the author analyzes the difficult situation in the world associated with the spread of the coronavirus. The pandemic negatively affected all spheres of human life and significantly worsened the economic condition of many states. Their governments have spent colossal funds to combat the coronavirus pandemic, improve their economies, and stabilize the political situation in the world. The author analyzes laws and regulations adopted by the Republic of Kazakhstan, aimed at combating the spread of the coronavirus, improving the social and political situation in the country. The coronavirus pandemic has had a negative impact on business. Thus, companies in various sectors began to close, and many people lost their jobs. That has led to further deterioration in the social and political situation in the country. Therefore, laws were adopted to stabilize the situation in Kazakhstan. The author also examines the experience of other states in the fight against the coronavirus pandemic and conducts a comparative analysis.
