While becoming independent, foster children need more than financial support only. It has been proven that even the most mature foster children reveal high levels of fear, aggression and reluctance to any kind of change in their lives in the period of a year or so before leaving the foster home. Additionally, it is observed that the number of children under foster care is constantly growing alarmingly, thus the scope of activities related to assisting them in becoming independent will not decrease. That is why NIK has audited 25 local family support centres and city social welfare centres. Moreover, anonymous surveys have been conducted among foster children at the age of eighteen and more who used assistance offered for becoming independent, and their tutors. In his article, the author presents the detailed findings of this audit.

The main objective of the audit was to assess the performance and collaboration of the institutions responsible for providing activities aimed at assisting homeless people. The audit was conducted at the Ministry of Labour and Social Policy (MPiPS), city offices, city social welfare centres (MOPS) and non-governmental organisations. The audit, which covered the years 2012-2013, showed that generally public administration bodies appropriately performed their duties related to homeless persons. Simultaneously, they efficiently cooperate with non-governmental organisations that dispose of public funds, by providing them with necessary institutional support, especially in autumns and winters.

In his article, the author discusses the findings of the audits conducted by NIK in seven poviats (Polish local self-government units) managing social welfare homes, in six social welfare centres (OPS) and in 13 social welfare homes (DPS). In poviats, the audit covered the financing of DPS and supervision of them, while in OPS – the availability of statutory forms of assistance to older people were audited, as well as the regularity of assistance services provided at the place of residence, and of sending persons to DPS. The audit covered the years 2012-2014, while in order to define the trends observed, the statistical data of 2011 were used.

Despite the growing number of workplaces and a wide range of legal instruments available for local labour offices, some of the unemployed still do not work. This usually leads to a significant lowering of their living conditions level as well as to the necessity of help from social welfare. There appears a question of whether this situation is a conscious personal choice or the result of public services inefficiency. Another question is that of what conditions should be satisfied in order to increase the efficiency of the public services involved in the helping activities. The aim of the article is to present the report on the research done in December 2016 among the workers of regional labour offices and social welfare centres. The subject of the research was the problem of long-term unemployment among social services beneficiaries.

Część bezrobotnych, pomimo zwiększającej się liczby miejsc pracy i sporego instrumentarium ustawowego będącego w dyspozycji powiatowych urzędów pracy, nadal pracy nie podejmuje. Przekłada się to zazwyczaj na istotne pogorszenie ich jakości życia i konieczność korzystania ze świadczeń społecznych. Ważnym staje się pytanie, na ile jest to świadomy wybór, a na ile konieczność spowodowana niewydolnością służb publicznych. Pytaniem pozostaje również, jakie warunki powinny być spełnione, aby skuteczność służb zaangażowanych w proces pomocowy wzrastała. Celem mojego artykułu jest przedstawienie komunikatu z badań przeprowadzonych w grudniu 2016 roku wśród pracowników powiatowych urzędów pracy i ośrodków pomocy społecznej. Przedmiotem badań był problem długotrwałego pozostawania bez pracy osób korzystających z pomocy tych instytucji.

The changes in the regulations introduced since 2016, related to support for the homeless, have been directed towards strengthening their social activity, and ultimately – towards leaving homelessness and gaining self-reliance, since the measures taken previously did not bring the expected results. The results of the national count of homeless persons conducted in 2015, 2017 and 2019 by the Ministry of Family, Labour and Social Policy indicate that the number of the homeless has been constantly decreasing, and that it stood at 36,200, 33,400 and 30,300 respectively, still the data gathered during the re search were not fully reliable and the numbers were estimations only. That is why NIK decided to carry out an audit to examine whether the activities of the government ad ministration, self-governments and other entities tasked with support for the homeless result in solutions to their problems and assistance in achieving self-reliance. The audit was conducted at the Ministry of Family, Labour and Social Policy, and in the regions Kujawsko-Pomorskie, Podkarpackie, Śląskie and Zachodniopomorskie, comprising four regional offices, 17 social support centres and twelve non-governmental organisations.

Obowiązek przeciwdziałania bezdomności nałożono na władze publiczne na mocy Konstytucji Rzeczypospolitej Polskiej. Udzielanie schronienia, zapewnienie posiłku i niezbędnego ubrania osobom tego pozbawionym – często zlecane organizacjom pozarządowym – należy do zadań własnych gminy o charakterze obowiązkowym, wynikających z ustawy o pomocy społecznej. Najwyższa Izba Kontroli ustaliła, że działania podejmowane przez organy administracji rządowej, samorządowej oraz organizacje pozarządowe nie doprowadziły do utworzenia spójnego i skutecznego systemu, który zapewniałby kompleksowe wsparcie i aktywizację osób bezdomnych. Tylko jeden spośród 34 skontrolowanych podmiotów w pełni wykonywał zadania określone przepisami prawa.
