The Territorial Defence Forces (WOT), established as the fifth single service, is the youngest formation in the Polish Armed Forces. The 1st Podlasie Territorial Defense Brigade named after General Władysław Liniarski (nom de guerre "Mścisław") was deployed on the territory of Podlaskie Voivodeship. The territorial dimension of the Brigade's activity, connect-ed with WOT soldiers’ place of residence, is to ensure their quick use, good knowledge of the ground and involvement in solving local problems. Therefore, the Brigade is to serve the local community during both military and non-military threats. Human safety is always subjective depending on specific external conditions and their individuals’ efforts. Ensuring appropriate external conditions is a role of state policy. The aim of the research discussed in the article is to answer the question: Does the sense of security of the local community of Białystok depend on the execution of statutory tasks by the 1st Podlasie Territorial Defense Brigade?

Wojska Obrony Terytorialnej, powołane jako piąty rodzaj wojsk, są najmłodszą formacją w Siłach Zbrojnych RP. Na terenie województwa podlaskiego została rozlokowana 1 Podlaska Brygada Obrony Terytorialnej im. gen. bryg. Władysława Liniarskiego ps. „Mścisław”. Terytorialny wymiar działania Brygady powiązany z terytorialnym zamieszkaniem żołnierzy WOT ma zapewnić ich szybkie użycie, dobrą orientację w terenie oraz zaangażowanie w rozwiązywaniu lokalnych problemów. Brygada ma zatem służyć społeczności lokalnej tak podczas za-grożeń militarnych, jak i niemilitarnych. Bezpieczeństwo człowiek zawsze odczuwa subiektywnie zależnie od określonych warunków zewnętrznych i jego osobistych starań. Zapewnienie odpowiednich warunków zewnętrznych jest zadaniem polityki państwa. Celem prezentowanych badań jest uzyskanie odpowiedzi na pytanie: Czy poczucie bezpieczeństwa społeczności lokalnej Białegostoku zależy od realizacji ustawowych zadań przez 1 Podlaską Brygadę Obrony Terytorialnej?
