The aim of the article is to characterize the startup ecosystem in the Visegrad Group countries. Particular attention was paid to Wroclaw, which is one of the main startup hubs, a place where such units are found in abundance. As a research method, the analysis of available literature was used − both including items of a theoretical nature, ordering and defining the studied issues, as well as containing the results of empirical research. The startup ecosystem of the Visegrad Group countries has significant development potential. Although these countries are included in the category of emerging ecosystems, it should be recognized that actions taken both at the national and supranational level, in an appropriate way direct the growth of this sector of the economy. Confirmation of this thesis is a distribution of various startup features similar in many respects to the EU average, and above all − the functioning of at least several important hubs here, in particular in Wrocław.

The aim of the article is to indicate in an organised and condensed way the non-repayable and unpaid sources of start-up funding in the Polish ecosystem, as well as the analysis of their accessibility. The research material has been based on data and information included in the publications and reports provided by the institutions supporting the development of start-ups and innovations (e.g. NCBR, PARP, PFR, Startup Poland), the Internet websites of public support systems (containing the competition regulations and documentation) together with numerous websites of private entities (containing program regulations and documentation). The analysis has been formed in respect of non-returnable forms of support, subjective and objective scope, along with the amount of funding. As a result the shortcomings of the non-repayable start-up funding system in Poland have been exposed.

Celem artykułu jest wskazanie w sposób uporządkowany i skondensowany źródeł bezzwrotnego i nieodpłatnego finansowania startupów w polskim ekosystemie oraz analiza ich dostępności. Materiał badawczy stanowiły dane i informacje zawarte w publikacjach i raportach instytucji wspierających rozwój startupów i innowacji (m.in. NCBR, PARP, PFR, Startup Poland), strony internetowe publicznych programów wsparcia (zawierające regulaminy i dokumentację konkursową) oraz liczne strony internetowe prywatnych podmiotów (zawierające regulaminy i dokumentację programów). Analizy zebranego materiału dokonano pod kątem bezzwrotnych form wsparcia, zakresu podmiotowego i przedmiotowego oraz wielkości finansowania. W konsekwencji przeprowadzonej analizy wskazano mankamenty bezzwrotnego systemu finansowania startupów w Polsce.

Koncepcja ekosystemów startupów spotkała się z dużym zainteresowaniem decydentów, którzy mieli nadzieję na przeniesienie efektów działania Doliny Krzemowej do własnego regionu. We wcześniejszych badaniach podkreślano potrzebę uwzględnienia wyjątkowego i wyróżniającego charakteru ekosystemu regionalnego przy opracowywaniu polityk, nie przedstawiając jednak dokładnej charakterystyki i wyjaśnień opartych na teorii. W tym artykule zajęto się tą luką i opracowano propozycje wyjaśnienia unikalnego charakteru każdego ekosystemu przy zastosowaniu rozumowania opartego na podejściu zasobowym. Artykuł zakończono stwierdzeniem, że ekosystemy posiadają wysoce idiosynkratyczny charakter i dlatego są niepowtarzalne i nieprzenoszalne do innych regionów z powodu działania mechanizmów izolujących.
