The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

Głównym celem artykułu jest przedstawienie oryginalnej koncepcji samorządu terytorialnego, ukutej przez polskiego prawnika Aleksandra Krońskiego. Autor dokonał analizy tez zawartych w książce pt. Teorja samorządu terytorialnego, wpisując je w szerszy kontekst filozoficznoprawnej debaty prowadzonej wokół ustroju państwa polskiego w okresie międzywojennym. Ponadto w artykule rozwinięto myśl Krońskiego dotyczącą historii samorządu terytorialnego o wątki politologiczne, wskazując, iż idea samorządności może łączyć się z przeciwstawnymi politycznymi doktrynami. Autor tekstu stanął również na stanowisku, iż teoria Aleksandra Krońskiego, godząc indywidualne uprawnienia ze wspólnotową naturą człowieka, może stanowić inspirację dla współczesnej idei samorządnego państwa.

The main aim of this article is to present the original concept of local goverment, coined by Polish jurist Aleksander Kroński. The Author has analyzed the theses contained in the book Theory of Local Government in the context of legal and philosophical debate concerning the Polish political system during the interwar period. Furthermore, in the paper the Author has developed Kroński’s views on the history of the local government indicating that the idea of self-governance might be plausibly intertwined with various of political doctrines. It was also concluded that due to its expressed stance on the human nature, community and individual rights the above-mentioned theory might be found as inspiring nowadays too.
