Stosunki własnościowe determinują w sensie pozytywnym, jak i negatywnym życie ekonomiczno- społeczne i polityczne państwa. W przypadku górnośląskiej części autonomicznego województwa śląskiego determinacja negatywna dominowała nad pozytywną. Uwzględniając powyższe okoliczności polskie sfery rządowe oraz przemysłowe inicjowały liczne działania zmierzające do przebudowy stosunków własnościowych w przemyśle górnośląskim. Powyższym działaniom przyświecały dwa cele: zwiększenie stanu posiadania kapitału polskiego i promowanie polskich specjalistów.

Ownership and national relations determine in a positive and negative sense an economic and social life of the state and the region (in the case of the autonomous Silesian Province). And therefore, in the interwar period, the Polish governmental and industrial spheres, in the name of the good of the state and society, initiated activities conducive to polonisation of heavy industry in Upper Silesia (these actions caused numerous conflicts between the state authority and German capital). There were two objectives of the above actions: increasing the ownership of Polish capital (of course at the expense of German capital) and deepening economic ties with the internal market, which in turn favoured the increase of employment of Polish specialists in local industry.
