The aim of this article is to introduce roles and relation between security and strategic studies. The authors describe security and strategic studies in the Cold War Era and in the Post-Cold War Era. They also focus in current and future aiming of strategic studies and note, that fears of some experts that strategic studies would lose their importance after Cold-War Era did not confirm. On the contrary current international security environment form new challenges and questions, which must be answer by persuasive arguments.

The article presents a normative approach to the research of the strategic culture. It consists in taking into account the analysis of the contents of the UE strategy and three strategic concepts of the most important state actors – Great Britain, France and Germany. Common and different elements resulting from the applied perspective on the safety problem by analysed states were distinguished. It was shown that each participant of the EU contributes their characteristic values, which are advantageous to the entirety, whereas their disintegrational features are mostly not so strong and crucial for the consistency of the Union. They are based on the disappearing way of perceiving security assurance.

W artykule przedstawiono normatywne podejście do badania kultury strategicznej. Polegało ono na uwzględnieniu analizy treści strategii Unii Europejskiej (UE) oraz trzech koncepcji strategicznych najważniejszych aktorów państwowych – Wielkiej Brytanii, Francji i Niemiec. Wyodrębniono elementy wspólne oraz elementy rozłączne wynikające z zastosowanego spojrzenia na problematykę bezpieczeństwa przez analizowane państwa. Wykazano, że każdy uczestnik UE wnosi swoje charakterystyczne korzystne dla całości wartości, natomiast jego cechy dezintegracyjne najczęściej nie są tak silne i istotne dla spójności Unii oraz bazują na zanikającym sposobie postrzegania zapewnienia bezpieczeństwa.

This article is the third edition of a review of articles published in selected Polish academic journals in the field of international security. Covering the year 2016 the author has made a (necessarily subjective) selection of papers published in four periodicals: „Bellona”, „Rocznik Bezpieczeństwa Międzynarodowego” (International Security Yearbook), „Rocznik Strategiczny” (Strategic Yearbook) and „Stosunki Międzynarodowe” (International Relations). Inevitably the subjects taken up by authors of texts under review reflect the current state of the international security environment and prognosis on its future evolution.

Niniejszy artykuł stanowi kolejną odsłonę przygotowywanego od dwóch lat przeglądu artykułów publikowanych w wybranych polskich czasopismach naukowych poświęconych tematyce bezpieczeństwa międzynarodowego. W odniesieniu do roku 2016 autor dokonał (siłą rzeczy) subiektywnego wyboru tekstów, które znalazły się na łamach czterech publikacji – „Bellony”, „Rocznika Bezpieczeństwa Międzynarodowego”, „Rocznika Strategicznego” oraz „Stosunków Międzynarodowych”. W naturalny sposób tematyka podejmowana przez autorów rzeczonych publikacji stanowi odzwierciedlenie obecnego stanu międzynarodowego środowiska bezpieczeństwa oraz prognoz co do kierunków jego dalszej ewolucji.

Celem artykułu jest analiza procesu instytucjonalizacji studiów strategicznych jako podstawy rozwoju współczesnych studiów nad bezpieczeństwem (Security Studies). Artykuł omawia genezę studiów strategicznych i próby zakreślenia obszarów refleksji w tej dziedzinie wiedzy. Studia strategiczne rozwinęły się w połowie XX wieku w USA. Stanowiły próbę syntezy wiedzy militarnej, ekonomicznej i politologicznej w celu opanowania ówczesnego zagrożenia globalną wojną nuklearną. Kryzys tego podejścia przypadł na lata 70. XX wieku. Koniec zimnej wojny spopularyzował problematykę bezpieczeństwa w naukach społecznych, a kwestie podejmowane niegdyś w ramach studiów strategicznych zyskały nowy wymiar. Refleksja nad metodyką studiów strategicznych dąży do wzmocnienia współczesnego potencjału badań nad bezpieczeństwem.

The aim of this article is to outline the process of institutionalization of strategic studies, understood as the essence of contemporary security studies. Article explores the genesis of strategic studies and attempts to determine areas of reflection in this field of knowledge. Strategic studies developed in the half of the 20th century. Its mission was to form a creative synthesis of military, economic and political scientific approaches towards the threat of nuclear war. Crisis of strategic studies took place in the 70s. The end of so called Cold War popularized the issue of security within the non-military context. Therefore, problems analysed by traditional strategic studies evolved. Author’s final reflection tries to strenghten Polish potential in developing contemporary security studies.
