Popularnym narzędziem kształtowania procesów rozwoju społeczno-gospodarczego w samorządzie gminnym staje się strategia rozwoju. Celem artykułu jest przedstawienie roli samorządu terytorialnego jako głównego inicjatora zrównoważonego rozwoju gospodarki lokalnej. Gmina jako podstawowa jednostka samorządu terytorialnego w zakresie swoich kompetencji posiada szereg instrumentów umożliwiających modelowanie jej przestrzeni społeczno-gospodarczej. W celu rozwoju gospodarczo-społecznego gminy zachodzi ko-nieczność planowania, działania w odpowiednim horyzoncie czasowym, przy uwzględnieniu realnych potrzeb rynku. W procesie realizacji strategii zrównoważonego rozwoju niezwykle ważnym elementem jest poparcie społeczne przyjętej strategii.

Development strategy is becoming a popular tool in shaping the development process of social-economic character in local self-governments. The aim of the article is to present the role of local self-government as a main initiator of balanced development of the local economy. The commune (Gmina) as a basic unit of territorial self-government possesses a num-ber of instruments enabling the modeling of its social and economic space. In order to ensure the social-economic development of a commune, it is essential to make long-term arrangements, to act in an suitable time perspective taking into account the actual market needs. In the process of realizing the strategy of balanced development, the social support of the strategy seems to be a key element.
