In the paper considerations are presented on the meaning of access to environmental information as one of the key institutions that guarantees public participation in environmental matters. It should also be combined with the principle of openness of public authority and the sustainable development. The analysis of the legal nature of the institution of access to information on the environment and the process of its protection can be considered as one of the fundamental human rights guaranteed by international and the European Union law system. Whereas in light of national legal system right to information on the environment must be regarded as constitutionally guaranteed individual right. Despite its apparent public origin, you can also find the civil aspects of this legal institution.
