The changes in the regulations introduced since 2016, related to support for the homeless, have been directed towards strengthening their social activity, and ultimately – towards leaving homelessness and gaining self-reliance, since the measures taken previously did not bring the expected results. The results of the national count of homeless persons conducted in 2015, 2017 and 2019 by the Ministry of Family, Labour and Social Policy indicate that the number of the homeless has been constantly decreasing, and that it stood at 36,200, 33,400 and 30,300 respectively, still the data gathered during the re search were not fully reliable and the numbers were estimations only. That is why NIK decided to carry out an audit to examine whether the activities of the government ad ministration, self-governments and other entities tasked with support for the homeless result in solutions to their problems and assistance in achieving self-reliance. The audit was conducted at the Ministry of Family, Labour and Social Policy, and in the regions Kujawsko-Pomorskie, Podkarpackie, Śląskie and Zachodniopomorskie, comprising four regional offices, 17 social support centres and twelve non-governmental organisations.

Obowiązek przeciwdziałania bezdomności nałożono na władze publiczne na mocy Konstytucji Rzeczypospolitej Polskiej. Udzielanie schronienia, zapewnienie posiłku i niezbędnego ubrania osobom tego pozbawionym – często zlecane organizacjom pozarządowym – należy do zadań własnych gminy o charakterze obowiązkowym, wynikających z ustawy o pomocy społecznej.
