The Ukrainian system of education has had remarkable achievements and notorious traditions of schooling. However, at this very stage our society requires the changes that have been focused on by the author of this paper. The changes are necessary for the successful development of human recourse in the country in its struggle for the European integration. The mechanisms for the changes are to be introduced in the updated educational legislation. We do not really have time. We should unite and, instead of passively expecting changes, become the explorers and agents of the reform in education.

System aktywizacji zawodowej osób niepełnosprawnych w obecnym kształcie funkcjonuje w Polsce od 1991 r. Ponad 25-letni okres doświadczeń uprawnia do stawiania pytań o jego skuteczność z punktu widzenia deklarowanej polityki społecznej państwa wobec niepełnosprawnych. Celem publikacji jest krytyczna analiza stanu oraz ewolucji systemu aktywizacji zawodowej osób niepełnosprawnych z punktu widzenia zgodności modelu ze stanem realnym. Publikacja zawiera wynikające z polityki społecznej wskazania dla modelu systemu i jego charakterystykę z uwzględnieniem organizacji systemu oraz stosowanych narzędzi wsparcia finansowego zatrudniania niepełnosprawnych. Wnioski dotyczące skuteczności systemu sformułowane zostały w oparciu o analizę porównawczą założeń ze stanem rzeczywistym. Wskazane zostały bariery wzrostu aktywności zawodowej niepełnosprawnych, ich przyczyny oraz metody eliminacji owocujące oczekiwanym wzrostem skuteczności.

The system of vocational activation of people with disabilities has been operating in its present form since 1991. Over 20 years of experience alows to ask questions about its effectiveness from the point of view of the social policy towards the disabled people declared by the state. The aim of this article is a critical analysis of the state and the evolution of vocational activation of people with disabilities in terms of compliance with the model. The paper includes guidelines for the system model, resulting from the social policy, as well as the system’s characteristics including the organization and the tools used for financial support of hiring people with disabilities. The conclusions on effectiveness of the system were formulated on the basis of comparative analysis between the assumptions and the reality. The paper points to obstacles in increasing professional activity of disabled people, their causes and methods of elimination which could bring expected increase in efficiency.

For several years, there has been a rescue notification system operating in Poland, in which emergency call centres have been handling calls made to the 112 emergency number. A very high number of false calls is a serious problem which the operators of emergency numbers have to cope with. The paper attempts to indicate the factors that may affect the improvement of safety culture, and the efficiency of the emergency notification system.

Od kilku lat funkcjonuje w Polsce system powiadamiania ratunkowego, w którym obsługą zgłoszeń kierowanych na numer alarmowy 112 zajmują się centra powiadamiania ratunkowego. Poważnym problemem, z którym zmagają się operatorzy numerów alarmowych, jest bardzo wysoka liczba zgłoszeń fałszywych. Artykuł stara się wskazać czynniki, które mogą wpłynąć na podniesienie kultury bezpieczeństwa i na sprawność działania systemu powiadamiania ratunkowego.

Wczesne rozpoznanie trudności w rozwoju dziecka stanowi warunek skutecznej pomocy. Dotyczy to także problemów w komunikacji językowej. Język pełni wiele funkcji w życiu człowieka. Pozwala na wyrażenie odczuć i pragnień, na komunikowanie się z innymi członkami grupy społecznej, służy zastępowaniu rzeczy i zjawisk otaczającej rzeczywistości. Dzięki językowi następuje przekaz wartości kultury. Język odgrywa ważną rolę w rozwoju myślenia. Różnego rodzaju nieprawidłowości w zakresie rozwoju językowego prowadzić mogą do następstw w sferze społecznej, emocjonalnej i poznawczej. Dlatego tak ważne jest szybkie zidentyfikowanie istoty trudności w rozwoju komunikacji językowej, po to, by odpowiednio wcześnie wdrożyć postępowanie naprawcze. Artykuł porusza kwestie związane z charakterem diagnozy zaburzeń rozwoju mowy dziecka w przedszkolu. Diagnoza ta może mieć dwojakiego rodzaju postać: badań przesiewowych (wstępnych), a także pełnego rozpoznania logopedycznego. W artykule opisano zarówno badania przesiewowe, jak i pełną diagnozę logopedyczną, która obejmuje wywiad logopedyczny, obserwację, badanie logopedyczne oraz analizę wyników badan lekarskich i psychologicznych. Zwrócono uwagę na zadania nauczyciela przedszkola, definiując jego rolę we wczesnym rozpoznawaniu zaburzeń mowy. Podkreślono znaczenie w procesie diagnostycznym oddziaływań o charakterze interdyscyplinarnym, w którym nauczyciel współpracuje z logopedą i innymi specjalistami. Omówiono także narzędzia diagnostyczne, którymi nauczyciel przedszkola może się posłużyć podczas wykonywania badań przesiewowych, służących zidentyfikowaniu dzieci z nieprawidłowościami w zakresie rozwoju mowy.

The early diagnosis of the difficulties in a child’s development is the condition for effective assistance. This also applies to problems in a language communication. Language performs lots of functions in man’s communication. It allows to express feelings and desires, to communicate with other members of the social group, is used as a replacement for the things and phenomena of the surrounding reality. Thanks to the language there is a message conveyed regarding the value of culture. Language plays a vital role in the development of thinking. All sorts of irregularities in the field of language development can lead to consequences in the social, emotional and cognitive sphere. This is why it is so important to identify quickly the nature of the difficulties in the development of linguistic communication in order to implement early enough the restructurisation proceedings. In this article there are issues related to the nature of the diagnosis of disorders in speech development of preschool children. This diagnosis can be of two types: screening (preliminary), as well as a full recognition of speech therapy. This article describes both screening tests and full speech therapy diagnosis, which includes speech and language therapy interview, observation, assessment and analysis of the results of medical and psychological research. The attention was drawn to the preschool teacher’s duties, defining his role in the early identification of speech disorders. It also stressed the importance of the interdisciplinary nature interactions in the diagnostic process in which the teacher cooperates with a speech therapist and other professionals. Also the diagnostic tools were discussed, which of those could be used by a kindergarden teacher during the screening to identify children with abnormalities as regards development of speech.
