Wojska obrony terytorialne są podstawowym elementem militarnym systemu obrony terytorialnej (powszechnej obrony terytorialnej) funkcjonującym w strukturze terytorialnych organów dowodzenia. W strukturze obrony narodowej prowadzą ochronę i obronę miast, infrastruktury oraz ludności. Są też zasadniczym środkiem do prowadzenia masowych działania nieregularne, m.in. na rzecz skutecznego wykorzystania wojsk operacyjnych. Ich podstawowa struktura bojowa – batalion OT – funkcjonuje na poziomie powiatu

The territorial defense forces are basic military element of territorial defense system (common territorial defense) functioning within the structure of territorial command authorities. Within the structure of national defense it provides security and defense of cities, infrastructure and population. Also they are essential mean to conduct mass irregular activities, i. e. for the purpose of effective use of operational forces. Their basic combat structure – battalion of territorial forces – functions on the county level.
