The subject of the paper is theoretical analysis of legal institutions: the body and the office in polish administrative law and the 1983 Code of Canon Law. The first part of a text presents doctrine polish, secular administrative law where the office is only an auxiliary unit for the governing body. The second part of the paper describes officium and organum the 1983 Code of Canon Law. In summary author suggests doctrine of administrative law in the Church – considering possibility of assuming the relation ‘body–office’ from achievement of secular law.

В статье рассматриваются современные проблемы развития системы местного самоуправления в России. Анализируется ход польских трансформаций местного самоуправления, осуществлявшихся с опорой на гражданскую активность. Представлен китайский опыт реформ на основе выстраивания гармоничных социально-структурных отношений, обеспечивающих положительную динамику процессов в экономике, ускорение процессов демократизации, духовного развития личности. Авторы исследуют двойственный характер современного процесса глобализации, связанного, с одной стороны, с положительным влиянием на темпы индустриального развития стран мира, а с другой - с социально-экономическим неравенством, ограничивающим доступ населения к цивилизационным достижениям. Определяется роль и значение полноценной системы местного самоуправления в инновационных процессах, ее способность направлять потенциальную, творческую энергию каждого гражданина на решение проблем общества. Сформулированы базовые положения современной парадигмы развития, призванной обеспечить реализацию потенциала местного самоуправления в России.

The article concerns contemporary problems of the development of the territorial self-government system in Russia. The course of Polish local government transformations, carried out on the basis of civic activity, is analyzed. Chinese experience of reforms is presented on the basis of building harmonious social and structural relations that ensure positive dynamics of processes in the economy, acceleration of democratization processes, and spiritual development of the individual. The authors examine the dual nature of the current globalization process, on the one hand with a positive impact on the pace of industrial development in the world, and on the other on socio-economic inequalities that limit the access of people to civilization achievements. The article emphasizes the role and importance of the local government system in innovative processes, its ability to manage the potential, creative energy of every citizen in solving social problems. The basic provisions of the modern development paradigm are aimed at ensuring the realization of the potential of local self-government in Russia.
