The fundamental achievement of decentralization policy of the state in the 1990s was the return of education to the local dimension. Municipalities took over the responsibility for establishing, liquidating and transforming schools which were based in their areas. This is their most important task in creating local education policy. Demographic conditions of recent years, that is a population decline, drop in the number of students at schools and the simultaneous increase in costs of maintaining of educational institutions are the main determinants of municipalities transferring schools to local associations.

Fundamentalnym osiągnięciem decentralizacyjnej polityki państwa w latach 90. XX w. był powrót oświaty do wymiaru lokalnego. Gminy przejęły odpowiedzialność za zakładanie, likwidowanie i przekształcanie szkół na swoim terenie. Jest to najważniejsze ich zadanie w kreowaniu lokalnej polityki oświatowej. Uwarunkowania demograficzne ostatnich lat, niż demograficzny, spadek liczby uczniów w szkołach oraz wzrastające koszty utrzymania placówek oświatowych to główne determinanty przekazywania przez gminy szkół lokalnym stowarzyszeniom.
