Flying staff education in the “Eaglet School” in Dęblin began in 1925. In the result of WWII. most experiences from our pre-war aviation didactic, considering losses of lecturers and pilots as well as observers-instructors, have been forgotten. Plans, programs, school books and instructions were destroyed. In the article a part of research results, conducted on the subject in the Laboratory of War Art History and Aviation Didactic of the Air Force Academy in Dęblin, have been presented. One of the main tasks of the army was, and still is, training the personnel to accomplish the tasks they will be faced with in case of an armed conflict. Entire military units and subunits of various levels took part in the training process. Before professionalization of the army, the core participants of these trainings (apart from the commanding personnel) were conscripts. This process focused on two main aspects. The first one was a widely understood general military training, icluding such issues as regulations, drill, fire training, physical education, chemical training, anti-aircraft training, topography, tactics, etc. while the second one was a specific training involving i.e. explosives engineering, crossings, engineering dams, bridges, roads, fortifications and camouflage. The main purpose of engineer corps training during the Cold War rivalry was to prepare those units for the efficient performance of tasks and operations, including engineering support for military exercise of the then battlefield, in particular in the conditions of mutual assured destruction. The article discusses the above-mentioned aspects of engineer corps training during the period of the Silesian Military District full functioning (i.e. 1945–2011).

Jednym z głównych zadań wojska było i nadal jest szkolenie stanu osobowego do zadań, z którymi przyjdzie się zmierzyć na wypadek konfliktu zbrojnego. W procesie tym brały udział całe jednostki i pododdziały wojskowe różnego szczebla. Główny trzon szkolący się (oprócz kadr dowódczych) stanowili – do czasu uzawodowienia armii – żołnierze zasadniczej służby wojskowej. Proces ten skupiał się zasadniczo na dwóch aspektach: szeroko rozumianym szkoleniu ogólnowojskowym (które obejmowało m.in. regulaminy, musztry, szkolenia ogniowe, wychowanie fizyczne, szkolenie chemiczne i przeciwlotnicze, terenoznawstwo, taktyki itp.) oraz specjalistycznym, na które składało się m.in. zagadnienie minerstwa, przepraw, zapór inżynieryjnych, mostów, dróg, fortyfikacji i maskowania. Głównym celem szkolenia oddziałów wojsk inżynieryjnych w czasie zimnowojennej rywalizacji było przygotowanie ich do sprawnego wykonania zadań i prac z dziedziny inżynieryjnego zabezpieczenia ćwiczeń z wojskami w warunkach ówczesnego pola walki – w szczególności w sytuacji obustronnego użycia broni masowego rażenia. Artykuł porusza powyższe aspekty szkolenia wojsk inżynieryjnych w okresie pełnego funkcjonowania Śląskiego Okręgu Wojskowego w latach 1945–2011.

Państwowa Służba ds. Sytuacji Nadzwyczajnych Ukrainy jest centralnym organem wykonawczym kierowanym i koordynowanym przez Radę Ministrów Ukrainy za pośrednictwem Ministra Spraw Wewnętrznych i realizującym politykę państwa w zakresie obrony cywilnej, ochrony ludności i terytorium państwa przed sytuacjami nadzwyczajnymi, zapobiegania ich wystąpieniu, eliminacji skutków sytuacji nadzwyczajnych, ratownictwa, gaszenia pożarów, bezpieczeństwa pożarowego i przemysłowego, działalności służb ratunkowych i działań hydrometeorologicznych. Instytucja ta posiada dwie szkoły wyższe zapewniające studia licencjackie dla organów i jednostek obrony cywilnej. Jednocześnie inwazja Rosji na Ukrainę doprowadziła do szeregu zmian w programach szkoleniowych dla specjalistów obrony cywilnej. Zrozumienie obecnych zagrożeń i uznanie roli obrony cywilnej wymaga rewizji standardów wszystkich specjalności, w szczególności w zakresie świadomości i gotowości na wystąpienie sytuacji kryzysowych, a także wyodrębnienia zestawu wiedzy, kompetencji i umiejętności w osobną specjalność “obrona cywilna”.

The State Emergency Service of Ukraine is a central executive body directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs and implementing the state policy in the field of civil defence, protection of the people and territories from emergencies and prevention of their occurrence, elimination of the consequences of emergencies, rescue, firefighting, fire, and industrial safety, activities of emergency services, and hydrometeorological activities. This institution has two higher education schools offering BA training for civil defence bodies and units. At the same time, Russia’s invasion of Ukraine has led to a number of changes in educational training programs for civil defence specialists. Understanding the current threats and recognizing the role of civil defence requires revision of the standards of all specialties, in particular in terms of awareness and preparedness for emergency situations, as well as separation of a set of knowledge, competencies and skills into a separate specialty “civil defence”.
