The aim of this paper is to investigate the implications of the fourth industrial revolution for technological competitiveness, its definition and measurement methods. An empirical part is aimed at identifying comparative advantages of the European Union in digital technologies. Recently new approaches have appeared to measure digital competitiveness, however they use a broad definition of competitiveness that encompasses not only technological factors but also the macroeconomic and institutional environment (IMD, 2017; WEF, 2018). There is still a limited number of studies focused on the technological dimension of competitiveness in digital technologies. This paper fills the gap by developing a conceptual framework based on patent indicators, i.e. Patent Share and Revealed Technological Advantage indices. It allows a consistent analysis of the comparative advantages of the EU member states in digital technologies to be conducted. The results confirm a huge diversity within the EU in terms of digital technologies, their global impact and comparative advantages.

innovation and technological activity in the context of ensuring technological competitiveness of the economy depends on its identification and understanding of the critical differentiation of the regions of Ukraine by the number of innovatively active enterprises, production volumes, share of realized innovative products, as well as the positioning the regions of Ukraine by the share of enterprises with technological innovations, the rate of its growth and the share of realized innovative products in the total volume of industrial products sold. It is shown that the modern policy of ensuring technological competitiveness of the Ukrainian economy is formed in the context of contemporary challenges of global competition, fundamental features, which are the impact of global crises, financial and economic instability; increase of external expansion due to processes of globalization, development of information economy; pressure on the country's debt; increase in import dependency; high external labour migration activity; destabilization of economic development through military conflict and hybrid attacks; critical disparities in regional development. The strategic priorities of the state policy of ensuring technological competitiveness of the Ukrainian economy have been determined: intensification of technological development of the economy, growth of the general level of innovative activity, formation of a competitive market of intellectual property, development of infrastructure for support of technological innovations, improvement of resource provision of innovative activity, improvement of business parameters of competition.

Ważnym współczesnym problemem ekonomii międzynarodowej – w kontekście zmniejszania dystansu pomiędzy gospodarkami rozwijającymi się a gospodarkami rozwiniętymi – jest identyfikacja filarów czy obszarów determinujących międzynarodową konkurencyjność gospodarki. Może to stanowić istotną przesłankę do wprowadzenia zmian w krajowej polityce i stosowanych w jej ramach instrumentów. Celem artykułu jest próba identyfikacji technologicznych czynników konkurencyjności pobudzających i hamujących rozwój polskiej gospodarki w drugiej dekadzie XXI w. oraz ocena dystansu Polski do państw Unii Europejskiej w zakresie potencjału technologicznego. W badaniu wykorzystane zostaną metody statystycznej analizy wielowymiarowej – metody taksonomiczne, takie jak: syntetyczny wskaźnik, podobieństwo obiektów do wzorca rozwoju oraz dystans między obiektami (państwami). Procedura taksonomiczna, która pozwoli skonstruować rankingi konkurencyjności technologicznej państw Unii Europejskiej, odwołuje się do wartości cech diagnostycznych charakteryzujących dany obiekt, tzn. gospodarkę państwa w kontekście zmian technologicznych. Badanie empiryczne opiera się na autorskim modelu, tj. zintegrowanym modelu konkurencyjności technologicznej, którego walory poznawcze odnoszą się m.in. do możliwości poznania źródeł, jak i sposobów wzrostu potencjału technologicznego, a także jego wykorzystania w kreowaniu konkurencyjności międzynarodowej gospodarki, wzrostu gospodarczego i rozwoju społeczno-ekonomicznego. Na podstawie przeprowadzonych analiz sformułowane zostaną rekomendacje dla polityki państwa i wnioski dotyczące strategii budowania technologicznej zdolności, ze szczególnym uwzględnieniem zagrożeń i wyzwań, jakie stoją przed gospodarką Polski w przyszłości.

An important contemporary problem of international economics – in the context of reducing the distance between emerging or developing and developed economies – is to identify pillars or areas determining the international competitiveness of the economy. This can be a significant premise for introducing changes to the national policy and instruments used within it. The aim of the article is to attempt to identify technological factors of competitiveness that stimulate and hinder the development of the Polish economy in the second decade of the 21st century and to assess the distance between Poland and the European Union economies in terms of technological potential. The study will use methods of a statistical multidimensional analysis – taxonomic methods, such as: a synthetic index, similarity of objects to the development pattern and a distance between objects (states). The taxonomic procedure, which will allow to construct rankings of the technological competitiveness of European Union countries, refers to the values of diagnostic features characterizing a given object, i.e. the state economy in the context of technological changes. The empirical study is based on an original model, i.e. an integrated model of technological competitiveness, whose explanatory value relates to, among others, the opportunity to learn about the sources and ways to increase the technological potential, as well as its use in creating the competitiveness of the international economy, economic growth and socio-economic development. Based on the analyses carried out, recommendations for a state policy and conclusions regarding the strategy of building technological capacity will be formulated, with an emphasis on threats and challenges that the Polish economy will face in the future.
