This article covers the principles and practice of legal regulation of local government territorial organization in Russia, in comparison with regulation in Canada. Based on the analysis the author concludes that there is a possibility to utilize in Russia such experience as selective territorial organization of local government and increased autonomy of federal subjects in determining its territorial base. In view of certain negative Canadian experience, a two-tier governance model in urban areas should be introduced with caution. With the growing trend towards the consolidation of municipalities, the development of clearer rules and criteria of territorial changes in local government organization is also required in both countries.
