Artykuł przedstawia grupę społeczną młodzieży jako źródło zmian społecznych i innowacji. Autor analizuje strategię rozwoju Unii Europejskiej – Europa 2020 z naciskiem na inicjatywy, których adresatem jest młodzież. Ze względu na swoje predyspozycje i szczególną rolę, jaką odgrywa w społeczeństwie, to właśnie młodzież jest katalizatorem wszelkich zmian, zarówno o podłożu społeczno-politycznym, jak i ekonomicznym. Cele wyznaczone przez strategię Europa 2020 wydają się niemożliwe do zrealizowania bez udziału osób młodych. Artykuł analizuje zapisy strategii Europa 2020, grupę młodzieży z naciskiem na jej cechy szczególne oraz jeden z instrumentów wdrażania strategii – unijne inicjatywy flagowe skierowane do młodzieży. Autor opiera się w swojej analizie na dokumentach unijnych dotyczących strategii i postępów w jej wdrażaniu.

This article presents a social group of young people as a source of social change and innovation. The author analyses the development strategy of the European Union – Europe 2020 with an emphasis on initiatives addressed to young people. Because of youth’s abilities and special role in society, it is a catalyst of any changes, both on the socio-political and economic grounds. The targets of the Europe 2020 strategy seems to be impossible to achieve without youth participation. The article analyses the Europe 2020 strategy, a group of young people with a focus on its specific features, and one of the instruments of implementing the strategy – the EU’s flagship initiative for young people. The author bases its analysis on EU documents on strategies and progress in their implementation.

Finding solution of unemployment and poverty is one of the most important challenges of social policy in the European Union today. Th e existence of a global labor market emphasizes the need for adoption of such measures, which are accepted and implemented in the wider socio-economic units, such as eg. European Union. Th e indicator of longterm unemployment and material hardship in the context of its possible solutions are mainly data on the number and structure of long-term unemployed job seekers who are in material need, the developments in this segment of the labor market and the measures that these applicants to solutions to their social situation may be used. In the Contribution We characterize poverty and unemployment to functionally link the defi nition of social events and existing social interventions. We also focus on legislative conceptualization process aspects of the application of social interventions to solving poverty and unemployment. At the end of the Contribution we point out possible solutions to long-term unemployment within the context of Europe 2020 strategy.

Hľadanie riešení nezamestnanosti a chudoby predstavuje jednu z najvýznamnejších výziev sociálnej politiky Európskej únie v súčasnosti. Existencia globálneho trhu práce akcentuje potrebu prijímania takých opatrení, ktoré sú akceptované a realizované v širších spoločensko-ekonomických celkoch, akým je napr. Európska únia. K indikátorom dlhodobej nezamestnanosti a hmotnej núdze vo vzťahu k navrhovaniu možných riešení patria predovšetkým údaje o počte a štruktúre dlhodobo trendoch v tomto segmente trhu práce, ako aj o opatreniach, ktoré títo uchádzači na riešenie svojej sociálnej situácie môžu využívať. V príspevku charakterizujeme chudobu a nezamestnanosť s cieľom funkčne prepojiť vymedzenie sociálnej udalosti a k nej prislúchajúcich sociálnych intervencií. Zameriavame sa aj na legislatívnu konceptualizáciu procesuálnej stránky uplatňovania sociálnych intervencií pri riešení chudoby a nezamestnanosti.
