Tworzenie podstaw państwowości w Polsce po I wojnie światowej miało swoje odniesienie do przerwanej przez zaborców działalności parlamentu polskiego. Uchwalona przez Sejm Czteroletni Konstytucja 3 Maja 1791 r. w świadomości dużej części Polaków w okresie zaborów istniała jako najważniejszy akt prawny, którego głównym zadaniem było ratowanie państwa przed utratą samodzielnego bytu. Sejm traktowano jako organ urzeczywistniający wolę narodu dążącego do odzyskania niepodległości i stworzenia suwerennego państwa polskiego.

In the Second Polish Republic, the contents of the March Constitution indicated the intention of far-reaching decentralization of the public administration. The basic intention of the authors of the March Constitution involved the state’s political system, based on well-developed local government participating in the implementation of the state’s tasks in the area of administration, culture and national economy. The April Constitution, on the other hand, was aimed at limiting the role of local government in solving the problems of collective life and at making local government an addition to government administration bodies. The chapter concerning the state administration defined the principles of the organization of the administration and local government in a less specific manner than the March Constitution did. The provisions concerning the internal structure of administrative bodies and local government disappeared, and provisions concerning the territorial government were phrased in a way suggesting that it was established only by this constitution.
