The legislature in the 1983 Code of Canon Law introduced into the structures of the diocesan curia new ecclesiastical office under the name of moderator of the curia. It has competence in the administrative aspects of the functioning of the diocesan curia. It is the organ that the diocesan bishop may appoint to the principle of coordination of administrative tasks. Moderator of the curia is established according to the discretion of individual bishops of the diocese. It is also the office that is directly involved in the exercise of executive power. The Bishop may appoint a moderator of the curia for the Vicar General, or a priest who is not a vicar general, if the circumstances so require. The tasks of the moderator of the curia should care about the most fruitful execution of the tasks assigned to individual employees curia, curia employees convene meetings to present and exchange information and reconciliation of current tasks, ensuring the presence of curial staff, chairing meetings of all employees of the curia, or at least the chairmen of the papers, delegate notaries.

In accordance with the code procedure for the removal of a parish priest, the diocesan bishop must take advice of the group of parish priests. There are different opinions about necessity of this consultative group. Only some members of this group take part in giving his advice to the matter which was presented by the bishop. The group of parish priests is a collective body. The diocesan bishop is not obliged to accept their opinion, nonetheless he cannot act contrary to it, unless he is sure of reasons for the removal of the parish priest from his office. In such a case, he may cause the illicit of the legal act, consequently he will be obliged to repair the damage inflicted which arose as a result of issuing such a legal act. The stage of seeking the opinion of two parish priests is one of the guarantees of maintaining the principle of impartiality and equal treatment of the party.

Zgodnie z procedurą kodeksową usunięcia proboszcza wymagane jest zasięgnięcie opinii zespołu proboszczów konsultorów przez biskupa diecezjalnego. Co do obligatoryjności tegoż organu panują różne opinie. W podejmowaniu działania udział biorą tylko niektórzy członkowie tego gremium, którzy indywidualnie i samodzielnie ustosunkowują się do sprawy przedstawionej przez biskupa. Zespół proboszczów konsultorów jest organem kolektywnym. Biskup nie jest związany opinią konsultorów, jednak nie powinien postępować wbrew niej, chyba, że ma pewność co do zaistnienia przyczyny usunięcia proboszcza. Może narazić się w takim wypadku na niegodziwość czynności prawnych, a co za tym idzie, na obowiązek naprawienia szkody powstałej w wyniku wydania takiego aktu prawnego. Etap zasięgnięcia opinii dwóch proboszczów konsultorów stanowi jedną z gwarancji zachowania zasady bezstronności oraz równego traktowania strony.

The migration of population in the second decade of the twenty-rst century, in the lives of the global, as well as inter-continental and inter- national communities, is a structural phenomenon undergoing intensi- cation and it is aecting all areas of human life and the life of the Church. e Church in Poland got used to speaking about Polish emigration, the “very old” one and the “old” one, as well as the latest, which came about alongside joining the structures of the European Union and the Schengen group. A vital problem within the immigration area is the return of Polish families to Poland, at least from the British Isles and France, and, gaining dynamics from time to time, the issue of repatriation of Poles from distant Kazakhstan and the presence of Ukrainians and other Eastern nationalities on the streets of Polish cities. Mass media inform about the situation on Lampedusa island, on the Syrian-Turkish and Turkish-Iraqi borders, and the situation in the Balkans and Hungary. e crisis plunged Greece cannot manage to solve the prob- lems of the coming people. Pope Francis sympathized with the European immigrants, lamented that so many of them deceased on the way to the European continent. e politicians discussed how to divide the coming groups of refugees among the countries. With the foregoing outline, at the turn of 2014-2015, the Republic of Poland along with the rest of European Union, is faced with the necessity to develop a common immigration policy, and the Church, in agreement with the Erga migrantes instruction, should elaborate the specics of the ministry towards the immigrants.
