Kolejne perspektywy finansowe, w których Polska bierze udział jako największy beneficjent funduszy w historii Unii Europejskiej, oparte zostały na siedmioletnich okresach programowania. Podobieństwa i różnice miedzy tymi okresami wynikają ze zmian w założeniach strategicznych Wspólnoty, wyznaczania nowych celów rozwojowych, czy też wskazywania nowych problemów i barier rozwoju, którym, dzięki funduszom, UE zamierzała i zamierza sprostać. W niniejszym opracowaniu zaprezentowano główne zasady i reguły zarządzania finansowego zaprojektowane przez Komisję Europejską (KE) oraz władze krajowe dotyczące zasad m.in. kwalifikowalności wydatków, certyfikacji, wnioskowania o płatność, czy też wieloletniego gospodarowania finansowego. Szczególny nacisk został położony na prezentacji metod wieloletniego gospodarowania środkami w kraju beneficjencie oraz reguły przepływu środków między UE a krajem członkowskim w aspekcie praktycznego stosowania w UE metod multilevel governance.

The next financial perspectives, in which Poland participates as the biggest beneficiary of the funds in the history of the European Union, are based on the seven-year programming periods. Similarities and differences between these periods due to changes in the strategic assumptions of the Community, set new development targets or indicate new problems and barriers to development, which, thanks to the funds, the EU intended and intends to meet. In this paper we present the main principles and rules of financial management developed by the European Commission (EC) and the national authorities on the rules include eligibility of expenditure, certification, requesting payment or multiannual financial management. Particular emphasis has been placed on the presentation of the methods of management of multi-periods in country beneficiaries and cash flow rules between the EU and the country concerned in the context of practical application in the EU multilevel governance methods.
