Wraz z ciągłym rozwojem cywilizacyjnym oraz nieustannym pojawianiem się nowych rozwiązań we wszystkich niemal obszarach ludzkiej działalności, wraz z rosnącym tempem zachodzących przemian oraz zmieniającymi się zadaniami stawianymi kierownikom czy menedżerom administracji publicznej coraz częściej odczuwana jest potrzeba stabilizacji i niezmienności w życiu zawodowym. Dlatego ważne jest, by zarządzanie opierało się na takich trwałych podstawach, jakimi są wartości . W szczególności dotyczy to administracji publicznej rozumianej jako zespół działań, czynności oraz przedsięwzięć organizacyjnych i wykonawczych prowadzonych na rzecz realizacji interesu publicznego przez różne podmioty, organy i instytucje, na podstawie ustawy i określonej prawem formie.

The quality of the operation of the administration is closely connected with, amongst other things, efficient management of the office, which is not an objective in itself, but constitutes the basis of good work in an atmosphere of mutual trust between superiors and subordinates. Ethical conditions of the decision-makers themselves and, consequently, the instruments supporting them in difficult, ethical decisions, constitute the basis of such a system. Changes, both in the environment of the organization, as well as in its structures more and more often directs decision-makers towards a search for solutions appropriate for management, by means of attempts to identify and integrate values which are important for the institutions and values important for employees and the managerial staff. Owing to values-based management, it is possible to keep the employees (self-)motivated at a high level, with a simultaneous development of the entire organization and its participants. Therefore, the quality of the operation of the administration does not only depend on properly designed organizational and legal structures, well-trained officials or modern tools. Values also play an important role, as they determine the premises of the organizational culture, the rules of everyday professional practice, they affect the attitudes and behaviours of officials, thus leading to the creation of the citizens’ trust for public institutions.
