The purpose of this study is to explore the way higher education institutions adapt to environmental pressures. These pressures can be represented either by various demands or by specific policies. Dropout policy is examined on a Czech case study in order to demonstrate that at the end of the day, higher education institutions respond mainly to the most pressing challenges of an economic nature in the most rational way. As a result, their traditional mission (teaching, research, the third mission), and mainly the social function of the higher education system, may be at stake. At the same time, this study illustrates how difficult it is to introduce any higher education policy without thorough evaluation of other policies in place and of various factors affecting institutional behaviour.

Artykuł dotyczy koncepcji tzw. trzeciej misji szkół wyższych, która obok kształcenia i prowadzenia badań naukowych staje się coraz ważniejszym wymiarem działalności akademickiej. Zasadniczym celem artykułu jest próba włączenia się w dyskusję dotyczącą zakresu pojęciowego trzeciej misji oraz jej znaczenia w działalności szkół wyższych dzięki krytycznej analizie literatury oraz prezentacji wyników badań własnych. Uzyskane wyniki wskazują, że rektorzy szkół wyższych podzielają zdanie autorki, która uważa, że trzecia misja oznacza wszystkie aktywności szkół wyższych dedykowane społecznościom lokalnym i regionalnym w obszarach: kształcenia, prowadzenia i udostępniania rezultatów badań naukowych, jak również wynikające z posiadania przez uczelnie określonych zasobów finansowych i rzeczowych. Ponadto, należy zauważyć, że aktywność uczelni w tym obszarze jest wyraźnie wyodrębniona w misjach i strategiach uczelni.

The paper discusses the concept of the third mission of higher education institutions (HEIs), which, besides education and scientific research, is becoming an increasingly important dimension of academic activity. The main aim of the paper is to contribute to the debate concerning the conceptual range of the third mission and its significance for HEIs` activities through a critical study of the literature and a presentation of the author’s own research. The results indicate that rectors share the author’s standpoint that the third mission covers all the HEIs` activities targeting local and regional communities in the fields of education, conducting and providing access to scientific research, as well as the activities resulting from HEIs’ financial and material resources. Apart from that, it is worth noticing that the third mission activities are explicitly outlined in the mission statements and strategies of HEIs.

In the article the characteristics of trends of transformation of the University mission under the influence of such factors as globalization, internationalization, development of knowledge economy and information and communication technologies is given. In order to achieve this goal it was made a comparative analysis of the definitions of the mission and values of the Top 10 universities in the world by such rankings as «Times Higher Education World University Rankings» and Shanghai Jiao Tong University. Consideration of the research problem included clarifying the characteristics reflected in the mission of the best universities famous penta question of academician Berg: Why to teach? What to teach? Whom to teach? Who will teach? How to teach? As a result of the problem analysis it is proved that the leading signs of the mission transformation of the Top 10 best universities in the world are the following: 1) appearance of a new global brand – an international research University, in which the dominant role is played by research and educational components of the mission; 2) greater integration of educational and scientific components of the University mission by making learning process experienced-based from the first days of training students in the University; 3) integration within implementation of the scientific mission of the University research and entrepreneurial activity; 4) innovative character of the educational mission realization, which means using new approaches to developing training programs, using innovative pedagogical technologies, forms and methods of training; 5) increasing significance of international activities of the University, which leads to its selection as an important criterion in determining the ranking position of the University and the individual component of its mission; 6) diversification of the «third mission» of University, which involves such aspects as formation of the citizen of the state and the world; social services to the local community; transfer of products of innovative activity to social sphere; support of sustainable development of society and world as a whole.
