The Austro-Hungarian and interwar-Polish military survey manuals issued by K. u. k. Militärgeographisches Institut and Wojskowy Instytut Geograficzny definied the way a topographer had to conduct his toponymic work. The examined Austro-Hungarian manuals (dating 1875, 1887, 1894, and 1903) and Polish (1925, 1936, 1937) include numerous paragraphs concerning the way a topographer should collect and note toponyms on topographic survey sheets. The military purpose of the maps that were to be based on the survey had an impact on the formal properties of the toponyms collected by a topographer. The registered names had to be correct and to reflect the real toponymic usus of local people. The toponymic material collected by a topographer had an essential influence on the names placed on published maps. The main finding of the article is that the studied regulations do not impose a linguistic adaptation of local-language toponyms to the politically dominating official languages.

Karl Kolbenheyer urodził się 28 V 1841 r. w Bielsku. Po ukończeniu gimnazjum w Cieszynie podjął studia z języków klasycznych (łaciny i greki) na uniwersytetach w Wiedniu i w Jenie, a następnie pracował jako profesor gimnazjalny w Lewoczy, Cieszynie i Bielsku. Prowadził badania botaniczne, pomiary wysokości bezwzględnej oraz obserwacje meteorologiczne w Beskidzie Zachodnim i w Tatrach, a wyniki swoich prac publikował w wydawnictwach niemieckich, austriackich, polskich i węgierskich. Stwierdził on występowanie gatunków roślin nieznanych przedtem w rejonie Cieszyna i Bielska. Wykonane przez niego pomiary wysokości charakterystycznych punktów krajobrazu (ponad 500), były wykorzystywane do celów kartograficznych. Od roku 1866 był członkiem Komisji Fizjograficznej Towarzystwa Naukowego Krakowskiego, później Akademii Umiejętności w Krakowie, która wspierała finansowo jego działalność terenową. Był jednym z założycieli niemieckiej organizacji turystycznej Beskidenverein i kierował jej oddziałem w Bielsku. Opracował dwa przewodniki turystyczne: przewodnik po Tatrach – Die hohe Tatra, wydany dziesięciokrotnie oraz przewodnik po Beskidach – Führer durch die Beskiden…, wydany dwukrotnie. Przyczyniły się one do znacznego upowszechnienia turystyki. Zmarł 1 II 1901 r. i został pochowany na Starym Cmentarzu Ewangelickim w Bielsku.

Karl Kolbenheyer was born on May 28, 1841 in Bielsko. After attending a lower secondary school in Cieszyn, he began studies in classical languages (Greek and Latin) at universities in Vienna and Jena, then he worked as a teacher in lower secondary schools in Lewocza, Cieszyn, and Bielsko. The research he undertook included botanical studies, measurements of absolute elevation, and meteorological observations in the Western Beskids as well as in the Tatra Mountains. The results of the studies were printed in German, Austrian, Polish, and Hungarian publications. He found species of plants not known earlier to exist in the area of Cieszyn and Bielsko. The measurements of elevations he made of characteristic points of landscape (more than 500) were used for cartographic purposes. From 1866 on, he was a member of Physiographic Commission of Kraków Scientific Society, and later of the Academy of Arts and Sciences, which financially supported his field work. Karl Kolbenheyer was one of the founders of the Beskidenverein – a German tourist organisation – and managed its branch in Bielsko. He prepared two tourist guides: the guide to Tatra Mountains – Die hohe Tatra (ten editions), and to the Beskids – Führer durch die Beskiden… (two editions). These guides contributed to the remarkable propagation of tourism. Karl Kolbenheyer died on February 1, 1901, and was buried at the Old Evangelical Cemetery in Bielsko.
