The aim of the paper is to identify the role of SWOT analysis in the formulation of tourism development strategies for destinations. SWOT analysis helps to establish a reliable diagnosis of the internal potential shown by a tourism destination and its environment. In the Polish economic situation, SWOT analysis is frequently used in a fragmentary manner which should be considered as a serious methodological oversight and may jeopardize the value of the entire process related to the strategic management of the tourism destination.

Strategy for the development of tourism as a tool for planning at a local level: The example of Karlino commune (West Pomeranian Voivodeship)

The study aims to analyse the correlation between planning tourism development at the local level and the development of the space that is being planned. Another goal is to determine the role of the local authorities (of the Karlino commune – gmina) in the implementation of strategic activities and the integration of various local beneficiaries around such activities. Further it will analyse how elaborating and implementing tourism development strategies may contribute to the local tourism economy and indicates the role and place of strategic planning in the process of creating and developing the tourist potential of a commune with particular emphasis on Karlino. The paper also discusses the tourism policy of Karlino’s local government as well as the strategic goals to be implemented and indicates its tourism development directions. The following research methods have been applied: expert method, observation method (using the inventory technique, physical inventory of the elements of the analysed space and actions taken), monographic method, document research, diagnostic survey analysis (using the survey technique of institutions from the examined area: Karlino commune, the communes of the Białogard powiat, the municipalities of the Association of Towns and Communes in the Parsęta Valley), and a critical literature review. The case of Karlino commune and its strategic activities in the field of tourism indicates that planning constitutes one of the most effective tools for local development. Such activity particularly shows that the commune can and wants to direct its socio-economic development based on optional (rather than obligatory) activities focused around the strategic use of endogenous resources. The paper indicates strategic action directions based on an inventory of such available endogenous resources. It shows how the local tourism economy may benefit from a tourism development strategy.

The Tourism Development Strategy of Wielkopolska Province for 2020 year has a prosocial orientation and is geared towards the development of Wielkopolska, increasing the attractiveness of its tourism, and thus improving the quality of life of its inhabitants and increasing the quality of services. The implementation of the provisions included in this document will have a positive impact on the protection of the natural and cultural environment and the landscape. The document indicates directions of changes which can be expected as a result of implementing the Strategy and proposes ways to minimize and compensate for the negative impacts associated with the implementation of the strategy. The directions of intervention outlined in this document, which were assessed as environmentally sound in their individual components, should be treated as comprehensive measures of preventing or reducing risks and negative environmental impacts. On the other hand, the promotion of investment plans concerning the leisure infrastructure and the accompanying transportation and technical infrastructure were assessed as either hardly beneficial or even unfavorable to the environment. An improvement of the natural environment is an important prerequisite of the development of various forms of tourism. The unfavorable state of the environment is often a barrier to the tourist use of a given asset. The Tourism Development Strategy is not a scientific document and is accessible to anyone interested, which is its great advantage.

W artykule przedstawiono najnowsze trendy w zakresie gospodarki turystycznej w regionie Alp. Autor, w nawiązaniu do przedstawionego przez Butlera cyklu rozwojowego produktu turystycznego, stwierdził, że alpejskie ośrodki turystyczne osiągnęły już etap dojrzałości. Dalszy ich rozwój wymaga podjęcia aktywnej interwencji, zmierzającej do odświeżenia produktu turystycznego. W dalszej części pracy zaprezentowano różne strategie rozwoju turystyki, mające na celu zmianę trudnej sytuacji wielu ośrodków turystycznych w omawianym regionie.

The article presents recent trends in the tourist economy in the Alpine region. With reference to the development cycle of the tourist product, proposed by Butler, the author claims that the Alpine tourist centres have already reached the maturity stage. Their further development requires active intervention in order to refresh the tourist product. Further in the article, a variety of tourist development strategies have been presented, which might improve the poor condition of many tourist centres in the region under discussion.
