The article seeks to explore the world of Can Themba, a foremost literary figure during the era of apartheid. Through an examination of a selection of his short stories we realise that writers often found sub- textual ways of confronting that pernicious system. This article argues that Themba did just that. Finally it also seeks to make problematic issues of labelling and stereotyping.

Podobnie jak w innych krajach, tak i w Polsce najważniejszą rolę spełnia gmina jako podstawowa jednostka terytorialna posiadająca największy zakres kompetencji. Kompetencje przypisane powiatom mają charakter uzupełniający. Samorządy terytorialne, poprzez stymulowanie rozwoju lokalnego i poprawę jakości świadczonych usług publicznych, przyczyniają się do osiągania spójności w wymiarze terytorialnym. Celem artykułu jest ocena poziomu konkurencyjności powiatów wybranych województw Polski Wschodniej z wykorzystaniem miary syntetycznej. Uwzględniając dostępność i porównywalność danych oraz kryteria statystyczne, przyjęto zmienne opisujące: sytuację finansową, gospodarkę i infrastrukturę jednostek. Analizy przeprowadzono w układzie powiatów województw: świętokrzyskiego, podkarpackiego i lubelskiego w latach 2008, 2010 i 2016.

Similar to other countries, municipalities play the most important role in Poland as a basic territorial unit with the largest range of competences. The competences assigned to townships are complementary. Local governments, by stimulating local development and improving the quality of provided public services, contribute to the achievement of cohesion in the territorial dimension. The aim of the article is to assess the level of competitiveness of townships in chosen regions of Eastern Poland with the use of the synthetic measure. Taking into account the availability and comparability of data as well as statistical criteria, there were chosen variables describing: financial situation, economy and infrastructure of units. Those analyzes were carried out in the townships of provinces: Świętokrzyskie, Podkarpackie and Lubelskie in the years 2008, 2010 and 2016.
