The systemic analysis (so called mega-pronouncement) elaborated by the Supreme Audit Office entitled “Food Safety System in Poland – Present State and Desired Directions for Changes” has been based on the results of nine NIK audits conducted in the years 2016–2021 and on five audits of the European Commission of the years 2018–2019. An in-depth assessment of the findings in particular audited areas, together with an analysis of systemic conclusions and de lege feranda proposals formulated as a result of those audits, allowed NIK to diagnose the problems of the food safety system in Poland. With a view to developing an appropriate model for cooperation of public services, and simultaneously considering the importance of food safety, the Supreme Audit Office elaborated a set of recommendations aimed at increasing the effectiveness of the organised official food control in Poland.

Przeprowadzone przez Najwyższą Izbę Kontroli w ostatnich latach badania dotyczące szeroko ujętej problematyki bezpieczeństwa żywności oraz audyty Komisji Europejskiej w Polsce ujawniły problemy organizacji urzędowej kontroli żywności. Nakładanie się kompetencji poszczególnych inspekcji, niedostateczna współpraca i koordynacja działań, brak skutecznych mechanizmów służących ujawnianiu nielegalnej działalności podmiotów zajmujących się produkcją żywności, nieskuteczny nadzór nad ubojem zwierząt, niesprawny system kontroli sprzedaży internetowej, to tylko niektóre z wad istniejącego systemu. Taki stan potwierdziły też opinie naukowców. Mając to na uwadze, Izba przedstawiła analizę problemów systemu kontroli bezpieczeństwa żywności oraz rekomendacje działań służących podniesieniu jego sprawności. Propozycje kierunkowych rozwiązań ujęto w czterech obszarach tematycznych.
