Public support for government institutions tends to increase in the face of threats such as armed conflict, terrorism, or natural disasters. This phenomenon, known as the 'rally-'round-the-flag' effect, has also been observed as a response to the Covid-19 pandemic in many countries. Citizens' trust in the government's good intentions and ability to handle a crisis is very important, as it gives government the legitimacy to take strong measures. High trust in government also increases citizens' willingness to comply with these measures. The aim of this study is to examine the 'rally-'round-the-flag' effect in the Czech Republic, analyse the characteristics related to the increase in trust in government, and test the relationship between trust in government and compliance with anti-pandemic measures. The analysis uses data from five waves of the Czech Household Panel Study (2016–2020) and finds a dramatic increase in trust in government in response to the Covid-19 pandemic. A relatively higher increase in trust in government was observed among people with a low level of education and low social trust. Overall, however, the rise in trust in government is more of a general tendency across society than it is an increase in one specific group of the population. Trust in government is also linked to compliance with anti-pandemic measures.

Trust in self-government is crucial for the effectiveness of the realisation of public tasks vested in self-government units. This article elaborates on trust in an authority, including a local authority. The most important part of the study is an attempt to assess the level of confidence in self-government in Poland. This confidence was measured in three ways: by analysing the results of public opinion polls, by investigating the turnouts in local elections, and by examining the credit ratings received by local government units. Each of the tests showed a systematic increase in confidence since the restoration of self-government in Poland in 1990.

Zaufanie do samorządu terytorialnego ma kluczowe znaczenie dla skuteczności podejmowanych przez jego jednostki działań w zakresie realizowania przypisanych zadań publicznych. W niniejszym artykule podjęto rozważania na temat zaufania do władzy, w tym do władzy samorządowej. Najważniejszy element opracowania stanowi jednak próba oceny poziomu zaufania do samorządu terytorialnego w Polsce. Pomiaru dokonano na trzy sposoby, analizując wyniki badań opinii publicznej, badając kształtowanie się frekwencji w wyborach samorządowych, a także wnioskując o jego poziomie na podstawie ratingów kredytowych uzyskanych przez jednostki samorządu. Każde z badań pokazało systematyczny wzrost zaufania od momentu przywrócenia samorządu terytorialnego w Polsce.

Artykuł przedstawia wybrane stanowiska w toczonej od kilku dekad debacie dotyczącej kryzysu zaufania do władz publicznych. Jedną z kluczowych kwestii jest zapewnienie równowagi pomiędzy zaufaniem, niezbędnym do sprawnego funkcjonowania systemu demokratycznego, a uzasadnioną nieufnością obywateli, konieczną do ich społecznej kontroli. Pytanie to nabiera szczególnego znaczenia w sytuacji niskiego poziomu zaufania wobec władz publicznych i rosnącej popularności radykalnych ruchów społecznych i politycznych. Zdaniem wielu badaczy, zawodność dotychczasowych mechanizmów instytucjonalizacji nieufności stanowi istotne zagrożenie dla dotychczasowego porządku społecznego i politycznego.

The paper presents selected positions emerging in debate over the causes and effects of trust in institutions that has been going on for several decades. One of the key issues is the question of the balance between trust, ne-cessary for the efficient functioning of the democratic system, including public institutions, and the distrust of citizens, necessary for their social control. The above question becomes particularly important in a situation of low public trust in government and growing popularity of radical social and political movements. According to many researchers, the failure of the existing forms of institutionalization of distrust poses a significant threat to the current social and political order.
