The article focuses on the socio-spatial accessibility of the city, taking into account the phenomenon of a digitally expanding urban environment: new-media mobility conditions, intermedia dataflow, hybrid space. Therefore, turning to the problem of access and to urban mobile applications complements the problem of access to the city itself. Particular attention is focused on mapping applications, considering mapping as an expression of active city exploration “from the inside” and the process of cooperative spatial knowledge production, characterized by a critical approach. Urban mapping applications dedicated to people with disabilities can be not only a form of support when they move around the city, but also a kind of tool for co-shaping urban space – exposing inequalities and seeking ways to deconstruct socio-spatial “normalization”. In this perspective, people with disabilities, taking advantage of the new spaces of mobile accessibility, place themselves in the role of political subjects, co-creators of space, “mapping citizens” fighting for their rights as urban citizens.

Celem artykułu jest rekonstrukcja pojęcia miejskiego obywatelstwa i wskazanie niektórych problemów kryteriów jego formalnej delimitacji. W tym celu przedstawiony został przegląd badań nad kategorią miejskiego obywatelstwa w ujęciu substancjalnym i formalnym, ze wskazaniem na procesualny charakter omawianej kategorii. Argumentem na rzecz swoistości miejskiego obywatelstwa jest niezależność politycznej podmiotowości i uprawnień wynikających z zamieszkiwania w mieście. Autor stawia tezę, że zainteresowanie ideą miejskiego obywatelstwa ma związek z poszukiwaniami rozwiązań formalnych związanych z polityką miejską rozszerzających się obszarów metropolitalnych, w których zdefiniowanie lokalnego obywatelstwa dotyka nie tylko kwestii poczucia przynależności do lokalnej wspólnoty obywatelskiej, ale wymaga m.in. określenia zakresu osób uprawnionych do korzystania z lokalnych usług społecznych.

The aim of this article is to reconstruct the concept of urban citizenship and identify some of the problems in its formal delimitation criteria. For this purpose, an overview of the research into substantive and formal urban citizenship is presented, while indicating the ongoing processual nature of the discussed category. One of the arguments for urban citizenship as a specific category is the independence of political subjectivity from rights arising from living in the city. Here it is posited that interest in the idea of urban citizenship is related to the search for formal solutions in the urban policies of expanding metropolitan areas, where the definition of local citizenship is related not only to issues concerning the sense of belonging to a local civic community, but also to defining the scope of persons entitled to participate in local social services.

The article discusses the formation of urban citizenship in a small town. It focuses on a group of urban activists in Puszczykowo (Poland) and shows how rooting in a local community influences the engagement in public activity and causes a highly emotional relationship between local politicians. On the other hand, the ana- lyzed case study also shows that the local community activists are strongly internally differentiated, forming groups with different views and motivations. With the changing contexts and circumstances the local politicians may shift between them smoothly.
