Kreowanie polityki wizowej należy do jednego z najważniejszych uprawnień, pozostawionych przez Unię poszczególnym państwom członkowskim Unii Europejskiej. Stworzenie Strefy Schengen, prowadzenie wspólnych przepisów wizowych w zakresie tzw. wiz jednolitych nie ograniczyło wpływu państw UE na kształtowanie polityki migracyjnej wobec obywateli państw spoza Unii Europejskiej. Nowe uregulowania sprzyjają jednak koordynacji działań wspólnotowych, sprzyjając powolnemu zawłaszczaniu kompetencji państw członkowskich przez organy Unii. Artykuł przedstawia problematykę polityki wizowej oraz nowe rozwiązania związane z tą sferą po 2009 roku. Jest głosem w dyskusji nad ideą Schengen House, w której zauważalne stały się zagrożenia związane z wprowadzeniem ww. projektu m.in. przez eliminację wpływu państw członkowskich na politykę wizową czy ograniczanie udziału narodowego komponentu służb konsularnych.

The development of visa policies is one of the most important areas in which the EU member states are given a free hand by the Union. The creation of the Schengen Area and the introduction of common visa regulations in the field of the so-called uniform visas has not limited the EU states’ influence on shaping their migration policies towards citizens of non-EU countries. However, new regulations contribute to the coordination of the Community actions by promoting the process of a slow take-over of the member states’ related competences by the EU bodies. The article gives an account of visa policy and the solutions that have been employed in this area since 2009. It also constitutes an opinion in the discussion on the Schengen House idea that has revealed some of the involved risks, including elimination of the member states’ influence on the visa policy and limitation of the national component in consular staffs.
