Introduction of work-based learning (WBL) in Latvia has required new approaches in decision making of different stakeholders. Experience from countries with long-standing WBL tradition has shown the numerous advantages but also the challenges this approach presents. One of these challenges is the need for new forms and mechanisms of cooperation among the key stakeholders – policy makers, public administrators, employers, educators and social partners. The current paper analyses the results of scientific research in this field, as well as uses the empirical results of two surveys performed by the authors: a survey of public sector experts and a survey of employers in Latvia. In order to obtain detailed results, the evaluations of respondents on multiple aspects analysed in the surveys were evaluation in the scale 1–10. The data of both surveys have been analysed by descriptive analysis, cross-tabulations and multivariate analysis – factor analysis. The results have indicated that the views of employers and social partners on the most of the key aspects of introduction and implementation of WBL are similar. However, a more profound analysis has to be performed in order to develop proposals or the most efficient approach to WBL.

The Europe 2020 Strategy puts the quality and relevance of education and training systems at the heart of EU’s efforts to improve innovation and competitiveness and to achieve intelligent, sustainable and inclusive growth. The development of partnerships between vocational schools or higher-education institutions and the business sector must be considered as a critical factor in identifying learning requirements, improving the relevance of education and facilitating access to education and learning. The growing lack of skills is one of the major challenges for companies that rely on more highly qualified personnel. To increase the cooperation between academia and the business world means to integrate small and medium-sized enterprises (SMEs), since 99.2 per cent of European businesses are SMEs. They are the blood cells of the European economy and are essential for growth, yet a very heterogeneous group that can only be integrated in cooperation networks by intermediate organisations which tackle the needs of this diverse group of businesses. Such a partnership of 17 universities and polytechnics, including the University of Latvia, was founded in 2010 and is shortly introduced as a best practice example.To stay competitive in the globalised world, companies need to be innovative and that requires cooperation with knowledge institutions. A survey conducted in 2013 revealed that one of the major obstacles for SMEs to improve their innovation capabilities is their inability to find qualified personnel. This corresponds to the huge challenges the labour markets face in Europe. Almost all countries report a growing lack of skilled workforce while at the same time youth unemployment is increasing. This gap between the current qualifications and the qualifications demanded by businesses sector can be overcome by a closer cooperation between enterprises and education facilities, on a national but also international level between Western and Eastern countries. The introduction of work-based education plays a crucial role in narrowing this divide.

Kształcenie w miejscu pracy nabiera coraz większego znaczenia, jeśli chodzi o szkolenia pracowników. Rynek pracy wymaga nowych umiejętności, a wraz z umiejętnościami zawodowymi rośnie znaczenie umiejętności ogólnych. Różni interesariusze mogą mieć różne opinie na temat umiejętności wymaganych od pracowników. Celem badania była analiza poglądów pracodawców, instytucji kształcenia zawodowego i studentów na temat kilku aspektów umiejętności współczesnego rynku pracy. Do badań empirycznych wykorzystano ankietę przygotowaną dla pracodawców, kierowników placówek kształcenia zawodowego i studentów. Do oceny i porównania opinii wszystkich interesariuszy zastosowano te same pytania z tą samą skalą ocen od 1do10, gdzie 1 oznaczało wartość nieistotną, a 10 bardzo ważną. Wyniki badania wykazały, że wszystkie zaangażowane grupy mają podobne poglądy na temat głównych aspektów umiejętności na rynku pracy, wyraźnie wskazując na duże znaczenie umiejętności ogólnych oraz umiejętności zawodowych.

Work-based learning is becoming increasingly important in training of competitive employees for various fields. The labour market requires new skills, and the importance of generic skills tends to grow, alongside with the professional skills. Different stakeholders could have different opinions on the skills required for employees. The aim of the current research is to investigate views of employers, vocational education institutions and students on several aspects of today’s labour market skills. Methods used for empirical research: survey of employers, vocational education institutions’ managers and students. For the evaluation and comparison of all stakeholder’s opinions, the same questions were used with the same evaluation scale 1-10, where 1- not important; 10-very important. For data analysis of survey data the following indicators of descriptive statistics were used – indicators of central tendency or location: arithmetic mean, mode, median; indicators of dispersion or variability: range, standard deviation, standard error of mean. Survey results indicated that there are similar views on all main aspects of labour market skills by all the involved groups, clearly recognising the importance of generic skills, alongside with the professional skills in the labour market context.
