Wykorzystanie biomasy w produkcji energii elektrycznej – odnawialne źródła energii

Using biomass for electric energy production can be one of realistic alternatives – as a renewable source of energy – in the current energy transformation process taking place in Poland. The objective of NIK’s audit was to verify the compliance of the data on the volume of electric energy produced from biomass and its role in achieving the desired share of renewable energy sources, and to compare it with the reality. The audit also examined the impact of the Polish system for supporting biomass energy producers, the reliability of data on the energy produced in this manner, the reliability of measurements, recording and documentation, as well as the impact of state bodies – especially of the President of the Energy Regulatory Office (Polish: Urząd Regulacji Energetyki, URE) and the minister responsible for the matters related to the development and use of renewable sources of energy – on the functioning of the market of the biomass electric energy. The audit was conducted at six entities: the Ministry of Climate and Environment, the Energy Regulatory Office, and four energy companies. The article describes the results of NIK’s audit.

W latach 2018–2020 liczba przedsiębiorstw w Polsce wytwarzających energię elektryczną z biomasy nieznacznie wzrosła: z 55 podmiotów w 2018 r. przez 57 w 2019 r. do 62 w 2020 r. Produkcja energii odnawialnej, w tym z biomasy, jest objęta systemem wsparcia bazującym w znacznej mierze na świadectwach pochodzenia (ŚP), tzw. zielonych certyfikatach. Celem kontroli, podjętej przez NIK w 2021 r., była weryfikacja zgodności danych o wielkości produkcji energii elektrycznej z biomasy i jej roli w procesie wypełnienia wymaganego udziału energii ze źródeł odnawialnych. Oceniono również wpływ funkcjonującego systemu wsparcia na rynek energii elektrycznej z biomasy, zgodność danych o ilości energii z niej wytworzonej i objętej ŚP, prawidłowość pomiarów, rzetelność ewidencji i dokumentacji, a także wpływ organów państwa – w szczególności Prezesa URE oraz ministra odpowiedzialnego za spawy związane z rozwojem i wykorzystaniem odnawialnych źródeł energii – na funkcjonowanie rynku energii elektrycznej z biomasy. Badania kontrolne przeprowadzono w sześciu podmiotach: w Ministerstwie Klimatu i Środowiska, Urzędzie Regulacji Energetyki oraz czterech przedsiębiorstwach energetycznych. W artykule przedstawiono ich najważniejsze wyniki.
