Celem artykułu jest wskazanie jak zagrożenie epidemiczne może wpływać na sposób zarządzania kryzysowego, głównie w administracyjnoprawnym zakresie. Przedmiot badania obejmuje określenie zasad zarządzania kryzysowego, oraz możliwych ograniczeń wolności i praw człowieka i obywatela w momencie pojawienia się zagrożenia epidemicznego. Analiza tematu, pozwoli odpowiedzieć na pytania: „czy administracja publiczna jest w stanie zapewnić bezpieczeństwo obywateli w czasach epidemii?”, oraz „czy aktualnie obowiązujące i dotychczas wprowadzone regulacje prawne w związku z epidemią koronawirusa ograniczają w istotny sposób prawa i wolności obywateli?”. Pierwsza część pracy przedstawia zagadnienia związane z zarządzaniem kryzysowym oraz z bezpieczeństwem publicznym. W drugiej, zostaną omówione zasady kierowania bezpieczeństwem narodowym z uwagi na rozprzestrzenianie się koronawirusa.

The aim of this arcticle is to indicate how the epidemic threat may affect the crisis management, mainly in the administrative terms. The subject of the study covers the definition of the principles of crisis management and possible restrictions on human and civil liberties and rights at the time of an epidemic threat. The analysis of the topic will allow to answer the questions: “is the public administration able to ensure the safety of citizens in times of epidemics?” and “do the current and so far introduced legal regulations in connection with the coronavirus epidemic significantly restrict the rights and freedoms of citizens?”.The first part of the work presents issues related to crisis management and public safety. In the second, the rules of managing national security due to the spread of the coronavirus will be discussed.

Prevention and Struggle Against Epidemics on the South-Eastern Borderlands of the Commonwealth in the Times of Stanisław August Poniatowski Epidemics posed serious threat in the 18th century Polish-Lithuanian Commonwealth. Their most common appearance was evidenced in the south-eastern borderlands, and they often spread towards the center of the state with the movement of merchants and the military. In order to prevent the spread of these, a special quarantine houses were established on the borders. It were mainly the borderland magnates, as well as the state territorial administration headed by the Committee of Royal Treasury, that took a lead in work towards prevention of the epidemics. In the times of Stanisław August Poniatowski the most important quarantine houses functioned in Mohylew, Bałta, Białogród, Żwaniec and Jampol.
