The public safety management process is an integrant of many people along with public and private institutes cooperating with each other to guarante the citizens’ safety and minimalising the effects of the encountered dangers. The subject of the present study is assessment of the level of public safety in the Jarosław’s county in 2017–2020 as well as the attempt to answer the following questions: what are the biggest safety threats in the Jarosław’s poviat? What is the sense of safety of the population in the Jarosław’s county? What is the assessment of the activities of local authorities by the inhabitants of the poviat in the field of public safety protection? What are the inhabitants’ expectations concerning the public safety?

Proces zarządzania bezpieczeństwem publicznym jest składową działań wielu osób, instytucji publicznych i prywatnych, współpracujących ze sobą w celu zapewnienia bezpieczeństwa obywatelom oraz minimalizowania skutków występujących zagrożeń. Przedmiotem niniejszej pracy jest ocena poziomu bezpieczeństwa publicznego w powiecie jarosławskim w latach 2017–2020 oraz próba odpowiedzi na pytania, jakie są największe zagrożenia bezpieczeństwa w powiecie jarosławskim? Jaki jest poziom poczucia bezpieczeństwa ludności w powiecie jarosławskim? Jaka jest ocena działań władz samorządowych przez mieszkańców powiatu w zakresie ochrony bezpieczeństwa publicznego? Jakie są oczekiwania mieszkańców powiatu jarosławskiego w zakresie bezpieczeństwa?

Relational risk factors in public safety networks

The complexity of operations in public safety networks poses a challenge from both an organisational and a social perspective. Problems associated with the limited number of resources or prior experience, as well as those arising from the diversity of expectations and beliefs of individual organisations, may give rise to threats and relational risk. Relational risk is a relatively new research category. This paper is an attempt to fill a part of this research gap by analysing relational risk factors in public safety networks. The performed analyses demonstrate the multidimensionality of risk sources in public safety networks, in addition to relational risk factors. The paper also presents the results of an assessment of the impact of key relational factors in public safety networks and characterises the links between them. The paper ends with conclusions.

The state affects innovation processes, using a variety of possibilities related to supporting scientific activity, performance of the technological and innovative policy. In the public sector, various investments are carried out that encompass innovative processes of administrative or technological nature, innovations in the form of products or services, governance innovations, or conceptual innovations. By supporting innovative activities, the state takes on specific enterprises, also known as projects. It uses, among others, its own agencies, research and development units created by the State, including state-owned, but also private companies. It supports local actions in the scope of innovative activity. It also supports the innovative activity of non-profit organisations, or those included in the national security system. Transformations of the research and development sector in Poland are currently discussed, along with the possibilities of conducting works for public safety. This is intended to reduce the potential threats, including those that are part of public emergency management. The paper also puts emphasis on the role of state support for high-technology sectors.

Państwo oddziałuje na procesy innowacyjne, wykorzystując możliwości związane ze wspieraniem działalności naukowej oraz realizację polityki technologicznej i polityki innowacyjnej. W sektorze publicznym realizuje się innowacje: obejmujące procesy innowacyjne (o charakterze administracyjnym lub technologicznym); w postaci produktu lub usługi; w zakresie zarządzania (governance innovation) czy innowacje konceptualne (conceptual innovation). Państwo wspierając działalność innowacyjną podejmuje określone przedsięwzięcia (projekty). Wykorzystuje w tym celu m.in. własne agencje, tworzone przez siebie jednostki badawczo-rozwojowe, włączając w to przedsiębiorstwa państwowe i prywatne, oraz wspiera działania lokalne w zakresie działalności innowacyjnej. Wspomaga także działalność innowacyjną organizacji non profit czy organizacji wchodzących w skład systemu bezpieczeństwa państwa. W artykule omówiono przeobrażenia sektora badawczo-rozwojowego w Polsce i możliwości realizacji prac na rzecz zarządzania bezpieczeństwem publicznym. Ma ono na celu obniżenie (potencjalnych) zagrożeń, w tym tych w ramach publicznego zarządzania kryzysowego. Zwrócono uwagę na rolę wsparcia państwa na rzecz sektorów wysokich technologii.
