Status prawny funduszu przeciwdziałania Covid-19 – nowe instrumentarium w polityce finansowej

In order to provide the funds necessary to finance and support the implementation of tasks related to counteracting COVID-19 in 2020, the COVID-19 Prevention Fund was established at Bank Gospodarstwa Krajowego. The term „counteracting COVID-19” should be understood as all activities related to combating infection, preventing its spread, prophylaxis and combating the effects, including socio-economic, of infections and infectious disease caused by the SARS-CoV-2 virus, hereinafter referred to as „COVID -19. The aim of the article is to analyze the evolution of the scope of objectives for which the Fund’s resources have been allocated over the last two years. In addition, the impact of the legal status of the COVID-19 Counteracting Fund on the basic elements of public finance in Poland was assessed, e.g. on the principle of openness, transparency, detail, unity or transparency.

W celu zapewnienia środków finansowych niezbędnych na finansowanie i wsparcie realizacji zadań związanych z przeciwdziałaniem COVID-19 w roku 2020 w Banku Gospodarstwa Krajowego utworzono Fundusz Przeciwdziałania COVID-19. Przyjmuje się, że pojęcie „przeciwdziałanie COVID-19” to wszelkie czynności związane ze zwalczaniem zakażenia, zapobieganiem rozprzestrzenianiu się, profilaktyką oraz zwalczaniem skutków, w tym społeczno-gospodarczych, zakażeń i choroby zakaźnej wywołanej wirusem SARS-CoV-2. Celem artykułu jest analiza ewolucji zakresu celów, na które środki Funduszu – na przestrzeni ostatnich dwóch lat – zostały przeznaczone. Ponadto ocenie poddano wpływ statusu prawnego Funduszu Przeciwdziałania COVID-19 na podstawowe elementy finansów publicznych w Polsce, m.in. na zasadę jawności, przejrzystości, szczegółowości, jedności czy transparentności.
