W artykule przedstawiono analizę efektywności zatrudnieniowej Pomorskiego Ośrodka Kompetencji (POK) w porównaniu z innymi instrumentami aktywizacyjnymi rynku pracy (ALMP) stosowanymi w Polsce. Ukazano zakres działalności POK funkcjonującego w ramach struktur Wojewódzkiego Urzędu Pracy w Gdańsku jako innowacyjny ośrodek testujący. Ośrodek przeprowadza badanie kompetencji psychologicznych próbkami pracy, badanie możliwości funkcjonalnych (sprawności fizycznej) oraz doradztwo ergonomiczne w zakresie aktywności fizycznej, techniki pracy i wyposażenia stanowiska dla klientów publicznych służb zatrudnienia (PSZ). Zaprezentowano ocenę skuteczności działania Ośrodka w opinii jego klientów, pracowników PSZ oraz na podstawie danych dotyczących zatrudnienia klientów POK. Przeprowadzono także analizę efektywności kosztowej Ośrodka, wykazując jego wysoką wydajność w porównaniu z innymi formami aktywizacji na polskim rynku pracy. W podsumowaniu wskazano, że stosowane w POK instrumenty aktywizacyjne charakteryzują się stosunkowo wysoką skutecznością również według innych badań.

The article presents an analysis of the employment effectiveness of the Pomeranian Competences Center (Pomorski Ośrodek Kompetencji ‒ POK) in comparison with other Active Labor Market Programs (ALMP) used in Poland. The Pomeranian Competences Center POK operates within the framework of the Voivodeship Labour Office in Gdansk as an innovative test center. The Competences Center diagnoses people with work samples in terms of psychological competences, as well as in functional capacities. Additionally, ergonomic advice in physical activity, work technique and workstation equipment is given to the clients of the Public Employment Services (PES). The assessment of the effectiveness of POK in the opinion of its customers and PES employees, as well as the data about the employment of POK customers are presented. Additionally, an analysis of the cost effectiveness of the Center was conducted, demonstrating its superior performance in comparison with other Active Labor Market Programs used on the Polish labor market. The summary indicates that the activation instruments used in the Pomeranian Competences Center seem to be of relatively high efficiency according to other research, too.

Ocena obciążenia pracą w sytuacji wykonywania wielu czynności monotypowych

Standardową metodą stosowaną do oceny obciążenia pracą monotypową jest metoda OCRA, rekomendowana do użytku w normie PN-EN 1005-5:2007 E. Problemem jest jednak ocena obciążenia pracą, jeśli ten sam pracownik wykonuje w ciągu dnia pracy różne zadania robocze, a każde z nich charakteryzuje się wysoką monotypowością. W tej sytuacji wyniki oceny obciążenia metodą OCRA lub innymi metodami do oceny pracy kończyn górnych (RULA, JSI) są niemiarodajne. Do oceny obciążenia zastosowano metodę Assessment of Repetitive Tasks of the Upper Limbs (w skrócie: ART). Metoda jest rekomendowana do użytku przez brytyjskie służby BHP (Health and Safety Executive – HSE). Służy ona do oceny zadań powtarzalnych wykonywanych kończynami górnymi, z uwzględnieniem wielu różnych czynności składających się na obciążenie. Wykazano przydatność metody do wykrywania zagrożeń związanych z obciążeniem pracą statyczną i czynnościami monotypowymi.

A standard method for repetitive task workload evaluation is OCRA (Occupational Repetitive Action), recommended for use in PN-EN 1005-5: 2007 standard. However, the problem with proper assessment occurs, if the same employee performs a variety of different repetitive work tasks during a single workday. In this situation, the results of the assessment of the workload by OCRA or other methods of the upper limbs workload evaluation (RULA, JSI) are unreliable. To evaluate the workload in this case, the Assessment of Repetitive Tasks of the Upper Limbs method (ART) was applied. The method is recommended for use by the British Health and Safety Executive (HSE). The ART method evaluates the repetitive tasks performed by the upper limbs, including a variety of activities making up the workload. The usefulness of ART method for detecting and assessing the risk associated with repetitive tasks as well as static workload is shown in the article.

W artykule przedstawiono przegląd współczesnych technologii możliwych do zastosowania przez osoby z ograniczoną sprawnością ruchową wszystkich kończyn, zastępujących tradycyjne rozwiązania, tj. mysz i klawiaturę komputera. Ze względu na wykorzystane technologie omawiane rozwiązania zostały sklasyfikowane w czterech grupach: oparte na śledzeniu twarzy, oparte na śledzeniu wzroku, oparte na rozpoznawaniu położenia obiektu oraz pozostałe. Stosownie do reprezentantów każdej grupy przeprowadzono porównanie technologii według dziewięciu kryteriów istotnych z punktu widzenia użytkownika. Wagę poszczególnych kryteriów przyporządkowano na podstawie badania ankietowego. Ustalono, że mimo porównywalnych sumarycznych ocen systemów każdorazowy dobór systemu powinien być oparty na indywidualnych potrzebach użytkownika.

The article presents an overview of modern technologies with their possible application by individuals with limited motor ability of all limbs replacing traditional solutions, i.e. a mouse and a computer keyboard. Due to applied technologies, the solutions being discussed have been classified into four groups: based on face tracking, based on eye tracking, based on an object location recognition and others. Analysing representatives of each group a comparison of the technologies according to nine criteria which are significant from a user’s point of view has been made. The weight of particular criteria has been assigned on the basis of a survey research. It has been determined that despite comparable cumulative evaluations of the systems, a selection of a system ought to be each time based on a user’s individual needs.
