Europe is distinguished by its cultural and civilizational difference, defined throughout the history as a Latin, Christian, European and Western civilization. The ideological breakthrough in the development of this civilization has been, first of all, caused by the French Revolution (1789–1799), that refined values and ideas of the European communities. Contemporary character of the Western civilization (revealing the crisis of the axiological layer), was shaped in a long historical process, being under the influence of ideas considered to be the most important in particular historical epochs.

Europa posiada wyraźne odmienności kulturowo-cywilizacyjne, określane na przestrzeni dziejów jako cywilizacja łacińska, chrześcijańska, europejska oraz zachodnia. Przełom ideowy w rozwoju tej cywilizacji spowodowała przede wszystkim rewolucja francuska (1789–1799), przewartościowując w istotnym zakresie wcześniejsze wartości i idee społeczności europejskich. Niemniej obecny charakter cywilizacji zachodniej – ujawniający kryzys dotyczący szczególnie warstwy aksjologicznej – ukształtowany został w długim procesie dziejowym, pod wpływem idei, które uznawano za najbardziej nośne w poszczególnych epokach historycznych.

Nowadays, one can observe signs of world’s unification and, at the same time, its diversification. These interdependences relate primarily to the economic, social, political and cultural spheres. It is assumed that in the postwar period, Western civilization has shifted from the industrial to the post-industrial phase, which is called information, consumer or a business civilization. There are many factors and phenomena that imply the unification and diversification of cultural life in modern conditions, closely related to uniformity and standardization. The most important of these are: scientific and technological progress and development, legal solutions and media. The modern socio-political and economic image of Europe reveals a characteristic discrepancy between declarations and reality visible especially in the creation and functioning processes of the European Union. The process of unification and disintegration of Europe raises issues such as: a crisis of values, of humanism, depreciation of moral principles.

Growing international inter dependencies, weakening of internal and external sovereignty of the state and necessity of joint overcoming of problems and global threats reveals the necessity of creating new rules of global order, based not only on nation states, but also on growing number of international organizations and institutions, regional groupings, communities and local organizations. The globalization of political life fosters rise of number of institutions, organizations and international groupings and development of international law. The cooperation between them should respect the rules of equality, freedom, democracy, partnership, solidarity, respect for cultural diversity and environmental protection.

Homo politicus (the political man) is a political value, which plays a crucial role in the transition of the sphere of values of contemporary Europe. Homo politicus is an politically active individual, whose behavior is directed by both egocentric and sociocentric motives and who partakes in many aspects of political life. Pursuit towards the participation in power or exerting an influence on its distribution becomes a politically desired value in contemporary cultural and civilization reality of Europe through the rising number of individuals who demonstrate specific features and attitudes towards politics.
