Powszechnie zauważalne zjawisko wypierania gwar przez język ogólny wynika z niskiej pozycji gwary w hierarchii odmian języka. Autorka stawia tezę, że obecnie język wsi i język miast nie są odrębnymi systemami. Proponuje nową definicję gwary jako odmiany języka: 1) przekazywanej w sposób naturalny przez starsze pokolenie młodszemu; 2) uwarunkowanej regionalnie; 3) obecnej w realnie występujących tekstach. Postuluje też traktowanie terminów dialektyzm i regionalizm jako synonimicznych. Zwraca też uwagę na próby tworzenia nowych języków regionalnych przez kodyfikację dialektów.

Commonly noticeable phenomenon of replacing dialects by the standard language is a result of a low status of dialects in the hierarchy of the Polish language varieties. The author claims that languages of the countryside and of the cities are not separate systems at present. She suggests a new definition of the dialect as a variety of language which is: 1) transferred in a natural way from the older to the younger generation; 2) regionally determined; 3) present in really existing texts. The author postulates treating the expressions ‘dialectical terms’ and ‘regionalism’ as synonyms. She notices the attempts of creating new regional languages through codification of dialects.

The paper discusses a bill submitted to the Polish Parliament on recognition of the speech of the inhabitants of Upper Silesia as a regional language, and demonstrates that the said speech is a subdialect of the Silesian dialect of Polish.
