Od 1 stycznia 1999 r. obowiązuje w Polsce trójszczeblowa struktura samorządu terytorialnego: samorząd gminny, samorząd powiatowy, samorząd województwa. Zadania, które wykonują poszczególne jednostki samorządu podzielone zostały na zadania własne oraz zlecone. Samorząd jednostek terytorialnych stanowi wyodrębniony w strukturze państwa, powstały z mocy prawa, związek lokalnego społeczeństwa. Związek ten powołany do samodzielnego wykonywania administracji publicznej wyposażony został w materialne środki na realizację nałożonych na niego zadań. Artykuł przedstawiać będzie bezpieczeństwo na poziomie jednostki administracyjnej, jaką jest gmina. Analiza literatury, jak również zgłębienie zapisów ustawowych związanych z szeroko rozumianym bezpieczeństwem, będzie głównym zamierzeniem przedstawianej problematyki. Bezpieczeństwo publiczne jako istotny element społeczności lokalnej. Zadania gminy jak również możliwości podjęcia odpowiednich decyzji podczas wystąpienia zagrożeń. Przygotowanie gminy do podejmowania działań oraz zabezpieczenie materialne i finansowe. Gmina, w celu wykonywania zadań, może tworzyć jednostki organizacyjne lub zawierać umowy z innymi podmiotami, które zostaną przedstawione i opisane w artykule. Wbrew pozorom jednostki samorządu terytorialnego wykonują w swojej działalności wiele zadań w zapewnieniu bezpieczeństwa przebywającej na ich terenie ludności, co niniejszym postaram się ukazać.

From 1 January 1999, in force in Poland a three–tier structure of local government : municipal government , county government , the provincial government . Tasks that perform individual units of local government are divided into their own tasks and commissioned . Local government is a separate territorial units in the structure of the state, created by law relationship of the local population. Association any, appointed to exercise public administration is equipped with the material means for the implementation of the tasks imposed on them. Article will present safety level administrative unit, which is the municipality. Analysis of literature as well as explore the statutory provisions relating to the widely known security will be a key objective set out the issues . Public safety as an important element of the local community . The tasks of the municipality as well as the possibility of taking appropriate decisions during the occurrence of hazards . Preparation of municipalities to take action and secure material and financial . Municipality in order to perform the task can create organizational units or enter into agreements with other entities that will be shown and described in the article.
