Inwestycje realizowane na poziomie lokalnym przez gminy mają ogromne znaczenie dla społeczności lokalnej. Wolumen przedsięwzięć inwestycyjnych jest uzależniony od możliwości pozyskania odpowiedniej wielkości nakładów finansowych niezbędnych do ich realizacji. Członkostwo w Unii Europejskiej umożliwia obecnie pozyskanie przez samorządy terytorialne środków na finansowanie lokalnych inwestycji. Celem opracowania jest przedstawienie dynamiki inwestycji na podstawie wybranych gmin województwa podkarpackiego oraz określenie stopnia finansowania inwestycji ze środków UE w tych gminach. Na podstawie badań stwierdzono, że analizowane gminy systematycznie zwiększają środki finansowe na inwestycje, ponadto gminy powiększają finansowanie przedsięwzięć inwestycyjnych za pomocą środków unijnych. Członkostwo Polski w Unii Europejskiej stwarza możliwości dostępu do środków pieniężnych poprzez fundusze strukturalne i Regionalne Programy Operacyjne.

The investments realized by communes on the local level are of a great importance to the local society. The volume of investment undertakings depends on the possibilities to gain a proper number of financial resources necessary for their realization. The membership in the European Union enables the local authorities now to gain resources for financing the local investments. The aim of this study is to present the development of the investments in the selected communes of the Podkarpackie Province and to determine to what extent the investments in these communes are financed from the EU resources. On the basis of the research carried out, it has been determined that the analyzed communes systematically increase the financial resources for investments and, moreover, that the part of resources for investment financing obtained by the communes from the EU also increases. The membership of Poland in the European Union creates opportunities to access financial means through the structural funds and the Regional Operational Programs.

One of the key factors crucial for making enterprises and economies competitive is being innovative. Podkarpackie voivodeship, which has a rural-industrial profile, is developing rapidly, gaining on importance in Poland at the same time. However, the economical development of the region still diverges from that represented by other high developed regions. Accession of Poland to the European Union has shown how significant the differences between different regions really are. Development subsidies granted by the European Union help to finance all the necessary investment on local and state level, which is essential for further development of our region. Furthermore, they help in development of local enterprises, making them more competitive and thus stimulating the region's economy
