Rozwój polityki wspierania innowacji Unii Europejskiej w kontekście nowej perspektywy finansowej 2014-2020

Treścią artykułu jest przedstawienie genezy i ewolucji polityki innowacyjnej Unii Europejskiej. Omówiono kwestie rozwoju tego obszaru unijnego, Strategię Lizbońską, politykę Unii po 2005 r. oraz planowane wsparcie wiedzy i innowacyjności w świetle nowej perspektywy finansowej 2014 – 2020. Analiza początków i rozwoju aktywności Unii w tej tematyce umożliwia zrozumienie jej obecnego kształtu, podejmowanych wysiłków na rzecz wzmocnienia jej roli. Zdaniem autorki zaszły spore zmiany w zakresie udostępnianych środków finansowych w ramach unijnego budżetu, jak i proponowanych instrumentów wsparcia. Przeznaczenie znacznie większych funduszy w obecnym budżecie 2014 – 2020 w porównaniu do alokacji z poprzedniego okresu w celu finansowania działalności naukowo – badawczej i innowacji oznacza, iż rozwijanie obszaru innowacyjności jest jednym z priorytetów Unii Europejskiej, a jej znaczenie będzie wzrastać w najbliższych latach.

The content of the article is an origin and development of the innovative policy in the European Union. Development issues of this EU area, a Lisbon strategy, European Union politics after 2005 and planned support for knowledge and innovation within new financial framework 2014 – 2020 were presented. Analysis of beginnings and activity development in this field enables to understand its current shape and efforts made to strengthen the role of this area. According to the author of the article considerable changes have happened within current frames of EU budget 2014 – 2020 concerning available funds, as well as offered support instruments. Allocating much larger funds in the budget 2014 – 2020, in comparison with allocation from previous period, in order to finance R+D activity and innovation means that developing innovation area is one of the most priorities in the EU and its meaning will be growing in the nearest years.
